HomeMy WebLinkAboutEXECUTIVE SUMMARY 2.21.08 - 08-00117 - Hemming-PRO ZoneExecutive Summary (Draft) Prepared for Rexburg City Planning and Zoning Commission Review February 21, 2008 The Hemming project is being submitted for consideration under the Project Redevelopment Option (PRO) of the City of Rexburg Development Code. We believe our development concept conforms with the Comprehensive Plan Vision 2020 to redevelop older, densely developed areas of Rexburg. It is our intention to fulfill the purpose of the PRO zone by creating a well-planned, architecturally -designed development that meets many needs in the community for years to come. Since the project is adjacent to the Central Business District and is meant to complement the CBD, we used the regulations for the CBD as the base of the Hemming PRO zone requirements. Additionally we have incorporated principals from form based zoning to further explain and illustrate the requirements for the Hemming PRO zone. Along with some adjustments to detailed or unrelated language, the CBD zoning was modified and adapted in the following ways: Permitted Uses: Our plan reflects the overall listing for CBD, with the exception of uses that are not consistent with the plans for the Hemming PRO zone. Lot/Area/Yard details: Substitute Regulating Plan for overall site with illustration showing proposed layout for project as large integrated design including buildings, landscaping, streets and their relation to one another. Parking. Loading and Access Still working on plans. Included pertinent existing parking regulations within the text of the first draft. We'll be seeking parking ratios that consider shared parking and the highly pedestrian nature of this project, but that are reasonably consistent with ratios applied to other projects within the jurisdiction. Building Height, Distance between Buildings. Permissible Lot Substituted Building Envelope Standards with birds eye illustration to convey the consistency and proportion of the buildings and their alignment to the street and public space. Architectural Standards: Added a detailed description for Hemming PRO zone within design drawings. Included an illustration to demonstrate the visual coherence and design simplicity for the area. Also noted are a variety of requirements for quality and durability of construction material, environmental standards, solid craftsmanship, etc. Ooerational Standards Intend to meet the highest of day-to-day operational standards in areas of repair and maintenance, janitorial, snow removal, security, tenant relations, community relations and marketing programs. We also are willing to make arrangements for an agreeable shared snow removal program with the City of Rexburg. A bird's eye view illustrates the special character and environment that will be required.
