Z®d, Subject: Zoning Ruling cn'y OFR$i$(JRG Dear Committee: Our organization needs a ruling from your committee concerning what zoning definition our business would qualify. The product that we sell is a bicycle locker. The locker is for storage of bicycles in an outdoor setting so the bicycle is out of the weather and is in a secured compartment. We sell this product in the United States and have some international sells, but no sells locally. The components of the lockers are made out of metal in Salt Lake City. The product is powder coated by an outside vendor. Our operation here in Rexburg currently consists of assembly and marketing. We are researching the possibility of also doing the powder coating in-house. We would prefer to have our business in a light industrial zoning because there are more possibilities of finding a place to buy or build and because our operation would consist of both commercial and manufacturing operations. Currently the City has another entity (Premier Powder Coating and Manufacturing) which was started about 2 years ago, which has a powder coating operation in a light industrial zone. Powder coating consists of spraying a plastic powder on metal and then baking the powder to the metal in an oven. The spray booth is self contained(no ventilation outside). The oven is like a big furnace with natural gas exhaust vented outside. The oven we are considering is half the size of the oven that is used by the Premier Powder Coating and Manufacturing. According to Harris & Baum (Spokane Washington) an international marketing and installation of powder coating units company, there are no VOC (Volatile Organic Compounds) or odors given off into the atmosphere in a powder coating operation. This is why environmentalists and air quality specialists prefer this type of operation over wet paint operations I hope this is enough information for your consideration. Thanks, Randall Rhead
