1) The application is for rezone from Rural
Residential 1 (RR1) to Medium Density
Residential 1 (MDR1). This request is in
compliance with the City Comprehensive Plan
Map (preferred land use).
2) Impacts on schools were not fully addressed
in the application material. Number of student
increase should be explored and current
capacities of schools should be provided.
3) A development plan should be submitted for
this review and should be a condition of
approval for the granting of a new zone. Should
the property owner fail to comply with the
development plan than the property should
revert back to the RR1 zoning classification.
This required development plan would address
Section 6.14(B)(3) which requires the
application to show how the new zone would
show "compatibility with the surrounding area
and zoning," and Section 6.14(E)(3), "the
potential for nuisances or health and safety
hazards that may adversely affect adjoining
properties.
4) A transitional zone of LDR1, LDR2, or LD3
might be considered for the western portion of
the subject property.
