Subject: "Area 2" Comprehensive Plan Ammendment Application by Triad Development Group LLC
Since I will likely be unable to attend the public hearing on December 6`h, here are comments on the proposed
amendment of the current Comprehensive Plan Map for "Area 2".
Triad Development Group, LLC (Triad) proposes changing "Area 2" from "Low -Moderate Residential" to "Moderate -High
Residential Density." Its proposal narrative appears to propose placement of a high density development, similar to "The
Meadows" on the eastern most five acres of the "Area 2" parcel. The developer describes a concentration of high density
development all along Highway 20, not only on his "Area 2" parcel but also on adjacent property. The developer does not
seem to have any ownership control of the adjacent property, which would be affected by his proposal (see attachments).
Triad supports its proposal for change in the Comprehensive Plan Map by suggesting that local access roads would
connect "adjoining higher density parcels to the north and south." Since "Area 2" does not adjoin "The Meadows" higher
density area, the proposed access road(s) would have to go through property owned by other people, who have not been
contacted by the developer.
Summary of Concerns:
1. Triad's proposal envisions a "buffer" of high density housing stretching along Highway 20, creating a high
concentration of multi -family dwellings that would not have access to an arterial road.
2. To solve the traffic congestion problem, Triad proposes "access on local roads" that connect the adjoining high
density developments, even though Triad does not control the adjoining properties.
3. Triad suggests that the "buffer' of high density housing would absorb the adverse effect of the "increase in traffic"
on Highway 20 as the town continues to grow. No reference is made to the undesirable effect of living in a
crowded buffer zone next to the highway.
4. The developer knew that "Area 2" was zoned for low density when he acquired the property. Neighbors and
adjacent property owners depend on the low density zoning to protect the character of their neighborhood. The
proposed change would significantly impact the nature of the neighborhood.
5. A barrier of high density housing along the eastern boarder of our neighborhood would likely create visual
blockage for those who want to see the eastern skyline of Rexburg, including the prominent LDS temple.
