Mayor Merrill asked the new city employees attending tonight’s meeting to introduce themselves.
Seth Hollist said he grew up in Northern Utah; however, he has lived in Texas, Arizona and Florida. He said he decided to move to Rexburg after three of his children moved here last
year. Before being hired full-time by the city, he worked for the Madison School District as a bus driver and as a part-time handyman.
Alyssa Greenhalgh said she started full time for the Rexburg Police Department in January, she started as a reserve officer in October. She mentioned she worked for the Fremont County
Sheriff’s as a Deputy for the past four years. She grew up in St. Anthony and Bozeman, Montana. She is not married nor has any children; however, she has a gold lab named Walker Texas
Ranger.
Doug Jones said he is originally from Nebraska outside of Omaha. He and his wife moved to Rexburg in 2017 so his wife could finish her nursing degree. They have three children; a four-year-
old, a three-year-old and an eight month old. He said he has been trying to obtain a law enforcement job for about two years and is happy to finally be a part of the Rexburg Police
Department.
Chris Talbot said he was born and raised in Utah. He and his wife moved to Idaho with the desire for him to be a part of law enforcement. He worked for the Idaho Falls Police Department
for about a year before being hired as a reserve officer for Rexburg in September. He has two children.

Committee Liaison Assignments for 2020:
A. Council Member Mann: M.E.P.I. · Legacy Flight Museum · Planning & Zoning
Council Member Mann reported M.E.P.I. and the Legacy Flight Museum have not met. The Planning and Zoning Commission met to discuss Amending the Development Code for Planned Unit Development
(PUD) Requirements and Design Standards, Landscaping, and Screening. The Planning and Zoning recommendation for these changes will be before City Council at tonight’s meeting.
Mayor Merrill mentioned two Planning and Zoning Commissioner appointments will be available for consideration. One of the commissioners has reached their term limit and the other will
be resigning. There is a list of possible candidates that have shown interest in serving. The commission is seeking residents living in the City Impact Area to fill the positions.
B. Council President Busby: Cultural Arts/Museum · School Board · M.U.S.I.C.
Council President Busby reported the School Board will meet tomorrow and all of the schools are in session. Cultural Arts Director Jed Platt will be giving a report of the arts events
from last year in tonight’s meeting.
C. Council Member Walker: MYAB · Emergency Services · Traffic & Safety
Council Member Walker reported the Mayor’s Youth Advisory Board has not met; however, they are working on making Valentine Cards to deliver to the Homestead Assisted Living residents.
The Emergency Services Board met to discuss their run totals. EMS is up by four percent from last year and fire calls were up by 13 and a half percent. The Fire Station is still closed
to the public. The ambulance services has been transporting about four patients with Covid-19 per day. Some of the transports are from the patient’s home to the hospital and the others
from Madison Memorial to other hospitals such as Portneuf Medical Center. The Wildland Fire season billed out about 1.5 million dollars. The profit from the Wildland Fires are divided
up by the three entities, the Fire District, county and city.
Council Member Walker mentioned the Insurance Services Office rating for the city. The current rating is at three. The Fire Department is working on becoming a number two rating; however,
the number of personnel is one of reasons the rating isn’t at a number two. The Fire Department will be purchasing a new chassis for the water tender.
Council Member Walker said the Traffic and Safety Committee will not meet until the first of February. They are recommending Kevin Heebner to serve on the Traffic and Safety Committee.

D. Council Member Johnson: Trails · Beautification · Rexburg Free Clinic Board
Council Member Johnson reported the fat bike trail at the Legacy Golf Course is coming along well. Recreation Director Crowther and Race Coordinator Faldmo have been working on improvements
to the fat bike trail. The path along Barney Dairy Road to North Hill Road will be constructed this year. The Beautification Committee will not meet until this spring.
Council Member Johnson reported the Rexburg Free Clinic Board is doing well; however, they are anxious to grow to be able to provide more services to their patients. If there are healthcare
providers willing to donate their time to serve at the free clinic they may contact her. The clinic has recently added physical therapy services. They are also seeking money donations.
E. Council Member Flora: Parks & Recreation · Urban Renewal Agency · GIS Oversight
Council Member Flora reported the Recreation Department hosted a special needs basketball clinic and fourteen participants attended the clinic. The Boys’ Basketball Program is up and
running. They are also working on the Recreation Guide and a virtual cross country race called Yetichase Race. The Zone has continued to be rented out; however, Kidsburg continues to
be closed due to the pandemic The Parks Committee will meet next week.
Mayor Merrill mentioned many patrons have been using the Winter Park at Teton Lakes. There is a cross country ski trail and sled hill. There may be future plans to add an ice skating
rink at the Winter Park. Council Member Wolfe mentioned there is a business willing to donate a light pole and light for the sled hill at the Winter Park.
F. Council Member Wolfe: Airport Board · Golf Board · Police
Council Member Wolfe reported the Airport Board met. They are waiting for the feasibility study to be completed. The study takes about a year to complete, once the feasibility study
is completed the environmental study will begin which will also take a year to complete. He said there could be a recommendation from the Airport Board at the next City Council meeting
to suspend the rule of replacing board members whose terms have expired until the airport is relocate.
Council Member Wolfe reported Public Works Director Davidson is waiting for a bid on snow removal equipment. The airport received a grant to purchase the snow removal equipment. A letter
of intent was received to have a flight school at the airport. If the flight school is approved it will host about 100 students. He also reported the lights at the airport have been
repaired. Council Member Wolfe reported Golf Board Member, Derik Taylor, has served on the board for two terms and has retired from the board. The Board Members have recommended Karl
Boehm to serve on board.
Council Member Wolfe reported Detective Rick Schmitt has retired from the Rexburg Police Department a retirement reception is planned for later this year when the number of people able
to gather is more than ten due to the pandemic.
Karl Boehm said he is excited to serve on the Golf Board. He has experience with serving on other committees and enjoys serving the community. He said he is looking forward to attending
the first Golf Board Meeting and share some of his ideas to make the golf courses more profitable. Currently, he works for DL Evans Bank as a commercial lender. He has lived in Rexburg
since 1992 and is married with four children. His hobbies include golfing and operating a small equipment business.

Staff Reports:
Finance: - Matt Nielson
Finance Report
Finance Officer Nielson reviewed some of the graphs in the 2021 Budget in Brief Budget Process from October 2020 through September 2021. The graphs below indicates how the city spends
funds and the amount of full time positions.
Finance Officer Nielson explained the General Fund Graphs indicate the amount of expense, revenue and subsidy of each fund. The graphs give a good indication of how property and sales
tax are used to subsidize the different services the city offers to the community.
Finance Officer Nielson reviewed the Property Tax Breakdown and Comparisons graphs. When city residents pay their property taxes, only about 25% comes back to the city. The rest of the
taxes go to the other taxing entities. He reviewed the Tax Levies per $100,000 Taxable Value, Property and Sales Tax Revenue graphs.
Finance Officer Nielson reviewed the Expenditure Budget Summary Report. The Miscellaneous Fund is high due to the Covid-19 Pandemic expenses. There is a corresponding grant associated
to the Covid-19 expenses. The Support Service and Logistics Fund under the Police Department has a zero budget because a budget adjustment is needed from the Administration Division
Fund. He said the Total Operating Expenditures are at 26%. The Total Expenditure for all Funds is at 15%.
Finance Officer Nielson reviewed the Revenues Budget Summary Report. The city has received the 1.7 million from the Governor’s One Time Property Tax Relief; however, only about 1.4 million
replaces property tax, the rest of the funds are distributed to Urban Renewal and a percentage for Administrative Fees. A property tax payment is due to be received in a couple of days.
Finance Officer Nielson reviewed the Cash and Investment Balance Report. He said he met with one of the city’s investors and was informed the reinvestments aren’t doing well. They have
started to see the three
to five year investments increase slightly. The State LGIP is in the 40 bases points; however it is treading down every month and forecasted to go down into the teens. The city will
not be making a lot of money with its investments.
Finance Officer Nielson reviewed the Treasurer’s Expenditure Report.
Public Works: - Keith Davidson
Council Member Walker asked if the Idaho Transportation Department (ITD) has been contacted regarding the many potholes on Main Street and 2nd East. Public Works Director Davidson replied
yes, ITD has been notified and the City Street Crew has been assisting ITD with filling potholes. Public Works Director Davidson mentioned the Street Crew has only plowed the snow off
the roads seven times this year. At the same time last year the Street Crew had plowed nine times.
Project Reports: Rexburg Rapids, Recreation Programs, Baseball Quad, and Arts – Maegan Scholes,
Jeff Crowther, Greg McInnes, and Jed Platt
Facilities Manager Scholes reviewed the Marketing Overview for Rexburg Rapids for last season.
Facilities Manager Scholes reviewed the 2020 annual admissions totals. There was a large impact due to the Covid-19 Pandemic. The capacity was lowered from 1000 to 600.
Facilities Manager Scholes reveiwed the Passes and Coupon totals for the 2020 season.
Facilities Manager Scholes reviewed the 2020 Reservation Data for Rexburg Rapids.
Facilities Manager Scholes reviewed the water and chemical usage. She reported the water meter that controls the automatic fill broke, causing the water usage to increase. The water
meter has been repaired. The chemicals usage increased as well due to the additional water being replaced by the broken meter. Mayor Merrill asked if there is a way city staff could
be alerted quicker when equipment breaks. Facilities Manager Scholes replied yes, they have implemented alarms on the equipment to notify her and Maintenance Manager Max Egbert.
Facilities Manager Scholes asked Finance Officer Nielson to review the Combined Heat and Power (CHP) Single System tie in. Finance Officer Nielson reviewed the savings over a 5 year
prior average. There were cost savings in power and gas of about $13,732. The CHP system saves the most in engergy costs during the months of July and August. Manager Scholes said there
were more cost savings during those two months because the system is able to maintain the water temperature in the pool. The water boilers would mainly start to operate in the evening
hours when the outside temperatures decrease causing the water to lose a lot of heat.
Facilities Manager Scholes reviewed the concession sales at Rexburg Rapids. Council Member Mann expressed concerns with the lack of Coke sales. In most places the Coke is the most purchased
item. There could have been a mistake made in inventory.
Facilities Manager Scholes reviewed the Rexburg Rapids revenues and personnel expense. There were eight less cashiers and 25 less lifeguards hired in 2020 than previous years. She said
she was able to hire less lifeguards due to the decrease in capacity.
Facilities Manager Scholes reviewed the operations expenses.
Facilities Manager Scholes said the 2021 recommendations are:
Season Dates from June 07, 2021 –August 21, 2021 - closing date may be adjusted depending on school schedule.
Re-do Pool Wall Tile $40,200 - scheduled for May 2021
Defer the tower stair repairs for a year or two.
Council President Busby asked if the tower stairs are being repaired or replaced. Manager Scholes said the tower is not being replaced; however, the tower stairs are going to be replaced.
She said the reason the stair repairs are being deferred is due to a lack of Capital Funds. Council President Busby suggested the stairs be powder coated to keep them for rusting. Manager
Scholes said she contacted Gorilla Performance to powder coat the stairs and they refused, stating the stairs were too rusted for the powder coating to adhere to them. The new stairs
will be made of fiberglass to prevent rusting.
Facilities Manager Scholes said about two thirds of the pool tile needs to be replaced due to it not adhering to the pool wall and gutter. Council President Busby questioned the opening
date for the pool. He recommended the pool be ready to open as soon as the schools close for the summer break.
Recreation Director Crowther reviewed the Recreation Services 2020 Review and 2021 Update.
Council President Busby asked where the Cupid’s Cornhole Tournament was held and for the number of participants. Recreation Director Crowther replied the tournament was held at the Zone
and the number of
participants was low; however, the tournament is better held outside and he is considering moving the date of the tournament to the spring. There was a sponsor who donated the Cornhole
Game Boards. Recreation Director Crowther said the Recreation Department is considering different ideas to add more recreation programs for adults and special needs children. Recreation
Director Crowther reviewed the recreation programs budget report.
Council Member Johnson asked if there are plans to order additional skis for the Winter Park and if they have considered renting out snowshoes. Recreation Director Crowther said they
have ordered more skis each year believing he has ordered enough. He will be ordering more skis for next year. He said they are considering having an ice skating rink with skate rentals.
One of the concerns with adding additional items to rent is the amount of space to store the equipment.
Cultural Arts Director Platt reviewed the different Cultural Arts Events held in the year 2020:
The Art of Gathering – Take a Seat Event was held June.
Stay Art Home – Community Art Show was held in July.
A Community Mural Event was part of the Celebrate You Event in August.
The Pandemic Poetry Event was part of the Experience Rexburg Event in September.
A Pumpkin Parade Event was held in October with a light show.
The lighting of the Christmas Tree was held in November with letters to Santa Claus.
In December the Wreathburg Event was held.
The Snowman is an Island - Winter Luau was held January 16th.
Arts Director Platt reported new exhibits were added to the Museum of Rexburg. One of them being the Mary Smith Collection consisting of the legal documents related to the Teton Dam
Flood. They will be working on a community outreach program to attract more patrons to the museum. They will also be adding escape room kits and an online store. A grant was awarded
to stabilize the tapestry. The tapestry is over 100 years old.
Arts Director Platt reported on the Community Valentine Exchange Event will be starting February 1st – 13th. In front of the Romance Theater, there will be a wall of mailboxes for participants
to drop off a valentine card and pick up a valentine card. The Rexburg Art Stroll Event will begin in the spring. There will be a map of several different downtown locations hosting
art performances.
Arts Director Platt said some in-depth research will be conducted of the Romance Theater and a grant has been applied for to create a video of the history of the theater and of it’s
importance to the community. He showed pictures of the remodel work being completed at the theater on the overhead screen. Council Member Mann asked about the completion date for the
remodel of the theater. Arts Director Platt replied he spoke with the general contractor over the remodel and was informed the goal is to have the remodel complete by the end of February.
There have been project delays due to obtaining materials.
Mayor’s Report:
Mayor Merrill reported he attended a public transportation meeting with Madison County Commissioners and members of the Eastern Idaho Community Action Partnership (EICAP) Board. The
EICAP Board members indicated in the meeting that they could administer the public transportation program for the city. They will continue to meet until the public transportation program
is operating in the city.
Mayor Merrill reported he attended a meeting with the Regional Economic Development for Eastern Idaho (REDI) Board. The have added new members to their board to be able to assist
Eastern Idaho Communities with the anticipated growth of the Idaho National Laboratory. They are focusing on housing and workforce.
Mayor Merrill reported EICAP has a food pantry in Rexburg where they hand out food donations twice a month. The EICAP President was in attendance when the food was being handed out and
expressed his gratitude for the community and their willingness to donate to the pantry.

Ordinance No 1248 Amend Development Code Ordinance 1200 Planned Unit Development (PUD) Requirements #20-00851 – Alan Parkinson
Planning and Zoning Administrator Parkinson explained the proposed changes to the Planned Unit Development (PUD). They were part of the subdivision changes with the preliminary and final
plat process. The PUD changes are a continuation of those amendments. The PUD’s will be going through a higher level of the same type of process because specific requirements need to
be met. In the previous process the preliminary plat would go before the Planning and Zoning Commission for recommendation and then before City Council for consideration. The final
plat would go through the same process as the preliminary plat. In order to avoid redundancy in the process, the amendment called for only the final plat to go before the Planning and
Zoning Commission for recommendation and then before City Council for consideration.
Planning and Zoning Administrator Parkinson said he understands City Council’s concern with only having to consider the final plat; however, if City Council needs additional time to
make a decision on the final plat, they can table the item to have additional time to review the request.

Ordinance No 1251 Amend Development Code Ordinance 1200 Design Standards, Landscaping, and Screening #20-00705 – Alan Parkinson
Planning and Zoning Administrator Parkinson explained the Design Standards, Landscaping and Screening needed to be updated. The Design Review Committee was tasked with the updating the
design standards, they determined the proposed changes are a better fit for the community and in line with the standards we see in building today. One of the changes is the type of
building material being used, such as metal. The previous standards didn’t allow for metal to be used;
however, the current design of metal is more appealing. He mentioned one the previous design standards for credit unions was to have a clock tower but with the amount of credit unions
in the city that was an issue.
Discussion regarding some of the other changes to the design standards. Council Member Mann said he had the privilege to serve on the Design Review Committee. The building design standards
change over time and the materials used also change. The new standards will place more responsibility on the architect to build to the design standards similar to the neighboring properties.
Planning and Zoning Administrator Parkinson mentioned the other members of the Design Review Committee. Those member are Rory Kunz from the Planning and Zoning Commission, Jedd Walker
from BYU-I, Dean Kunz Landscaper, John Watson local Architect.

Ordinance No 1247 Rezone Approximately the Corner of Moody Rd and North 2nd East from Light Industrial (LI) to Community Business Center (CBC) Zone #20-00606 – Alan Parkinson
Planning and Zoning Administrator Parkinson explained initially Beehive Credit Union approached city staff to rezone the corner of Moody Road and North 2nd East a cross from Walmart.
Upon further review from city staff the recommendation is to rezone the properties from One Stationery Place to Moody Road.

Mayor Merrill explained there was a slight oversight, when the amendments to the Development Code were proposed regarding Transitional Agriculture 1 (TAG1) and Transitional Agriculture
2 (TAG2) to Transitional Agriculture (TAG) Zone. The rezone request should have been part of that process.

Mayor’s Business:
Mayor Merrill asked Bret Sampson University Public Affairs Director for an updates regarding the university. Mr. Sampson reported the winter semester has started. The current number
of students is about 19,000. The number is about 100 students over from last year. He said the final number of the amount of students attending the university will not be available
until next month. The operations at the university are running smoothly. The university has added course studies and are allowing the students to take full courses.
Council Member Mann mentioned on Wednesday, January 27th at noon the Chamber of Commerce will host the State of the Cities and County Addresses. Mayor Merrill of Rexburg, Mayor Adams
of Sugar City and Madison County Commissioner Todd Smith will be speaking. The
sponsors of the virtual event include Idaho Central Credit Union, Beehive Federal Credit Union, Blackfoot Communications, and Upper Valley Standard Journal.
Consent Calendar: The consent calendar includes items which require formal City Council
action, however they are typically routine or not of great controversy. Individual Council members may ask that any specific item be removed from the consent calendar for discussion
in greater detail. Explanatory information is included in the City Council’s agenda packet regarding these items.
