It is the Developer's responsibility to correctly identify on the site plan the location of these lines in reference to the public right-of-way, other adjoining property lines, the street, other structures and all utility lines. The Developer should find property pins that are still available at the lot in question. If these pins do not exist or have become unrecognizable then a new survey should be performed. Accurate property line information is a must for a timely review. In addition to finding existing property pins, legal descriptions should be checked. The best way to identify property line location is with a land survey. The City of Rexburg has aerial photos and a parcel line layer that can be checked, but they are only a tool and are not guaranteed for accuracy. Applicant: Guy Robertson and Zane Powell, representing Kartchner Homes Staff. Natalie Schneider and Elaine McFerrin The Design Review Committee meets if there is a development issue that deviates from the design standards stated in the City of Rexburg Development Code Ordinance No. 1026. The applicant is currently going through the approval process for a Conditional Use Permit and a Preliminary Plat for this property. Building plans have not been submitted yet. Guy Robertson had brought in building elevations for the planned 24-plexes to be looked at by staff before going further and submitting building plans, and it was determined that a Design Review meeting would be necessary. The front and rear building elevations meet Development Code design standards. The issue before the Design Review Committee is that the right /left building elevations have a 40 -foot section that may not have enough features to help break up the area. Windows, doors, and a change of materials and color are included as features on the plans. The elevations and site plan were viewed and discussed. Johnny Watson felt this issue of the elevation in question was fairly insignificant because of all the other details that the buildings have. There is a nice variety of textures and colors. There is a nice feel and scale to the project. The Committee members came to a decision that the project would meet design standards requirements. For the record, Johnny Watson stated there is nothing here that would set negative precedent by approving the subject elevation as it stands. The Committee is looking at the development and large buildings as a whole in this perspective. Winston Dyer was in agreement with Mr. Watson. The Committee requested that the applicant mask the utility meters so they are not visible from the street. The applicants were praised for the level of craftsmanship in past projects. This new project will be a great addition and asset to the community. Councilman Bruce Sutherland will review the building elevations and the decision made at today's meeting, in order that there is consensus of the three Design Review Committee members on this issue. Provide an apparatus turn -around on north end of development per Appendix D of 2009 IFC. Where afire hydrant is located on afire apparatus access road, the minimum road width shall be 26'. I was provided with a copy of the City of Rexburg Standard Detail which called for a 30' radius for the fire trucks at all corners. On the paper it was indicated that the 30' radius is from the centerline of the drive lane and not the inside corner. Or basically the tire line of the fire trucks. The TBC radii of all of our corners are 25'. The attached pdf shows the tire lines of a fire truck as it drives through the project. Green lines are back wheel lines, Red are middle tires, and Blue are front tires. The front inside tire follows a 30' radius corner. So while it's good to have a general rule to follow, as an engineer, I feel that it's better to show that something will actually work. The north end driving lane less than 150 feet from the intersection and does not require a turn- around.
