HomeMy WebLinkAboutAddress Committee Appeal 1.11.2021 - 154 S 3rd W Address Committee Appeal January 11, 2021 Attendees: Cole with GIS, Todd Smith with County Commissioners, Rory Kunz with Rexburg’s Planning & Zoning Commission, Bradley Petersen with the County Planning & Zoning, Amanda Larese with the County Assessors, Stan Crittenden for Emergency Services, Cory and his brother Sorenson, Tawnya Grover as City Addresser The Sorenson family has owned the properties for 20 years. Cory said his tax documents don’t match the previous addresses that showed apartment numbers. The original addressing on his tax forms show each former home with a different address off of S 3rd W. There are 62 students in his 12 apartments. A post office box has 12 boxes in a localized stand. As a group, these are considered Park View Apartments. Emergency services with an ambulance doesn’t know where to go for the property. Cory says signs are naming each building. Two building permit submittals prompted bringing the addressing up to the current standards. The building permits, one commercial, an office space for the complex prompted the addressor to look at this area to bring it into compliance with the previously adopted Addressing Policy adopted by the City of Rexburg. The commercial unit needed a commercial address. The Sorensons want to continue to acquire properties around them. His properties are single-student, dormitory housing. Currently, the 12 apartments are addressing off of a single address 154 S 3rd W. Cole with GIS talked about cleaning up the addressing being one reason for the addressing change, but the focus is to save lives. This complex owned by the same person looks like single-family homes with similar street frontage. There are two properties, the building farthest north and the building farthest south housing 3 units cannot be accessed by the parking lot and access the other buildings can. Cole talked about each street has a range. Emergency uses GIS mapping to get them to the area, but they can be looking at 4 different houses. When there are 2 addresses, emergency services is looking for two separate homes. Amanda said the lots could be combined to show a common complex. The Applicant did not want to do this. Bradley Petersen asked about how other apartment complexes address there properties. Building numbers, floor numbers and unit numbers were discussed. Stan said signage would be needed clearly identifying the buildings and their units. 12” Building number signs. Unit numbers seen from the main address. The main office will be building #1 and move clockwise counting buildings. Building number signage will need to clearly show on the buildings. Unit numbers will need to clearly show to identify from the outside of the building, the entrance point to access the units. Units will need to be individually numbered as well. A new draft following the addressing suggestions per this meeting will be drawn up. The draft will be approved by Stan. He will do the inspection for the signage for emergency response. His information was shared with the Sorensons. They are willing to make the sign changes. They want to keep the common address they have been using 154 S 3rd W. Building numbers will be used starting with Building 1 where the main office for the complex has been built and continuing clockwise using the Building number, floor number and unit number pattern as possible. The Sorensons will receive a copy of the amended address change.
