Drivew ays that connect with an access road or roads at more than one point may be considered as having a turnaround if all changes of direction meet the radius requirements for driveway turnarounds. SECTION 20: A D OPT ION “15.01.015 Code A doption” of the Rexburg Municipal Code is hereby added as follow s: B E F O R E A D O P T I O N 15.01.015 Code Adoption (Non-existent) A F T E R A D O P T I O N 15.01.015 Code Adoption(Added) That the editions of the following recognized codes as currently adopted by the State of Idaho as the official building codes of the City of Rexburg, including amendments provided in 15.01.020. The adopted versions of the foregoing codes shall be effective January 1, 2021. The ground snow load to be used is 50 lb. 3.All A ppendices w ith the exception of A ppendix B of the IBC, 2018 Edition, are hereby deleted. 4.Delete Section 305.2.3 and replace with the following: 305.2.3 Tw elve (12) or few er children in a dw elling unit. A facility such as the above w ithin a dw elling unit and having twelve (12) or fewer children receiving such day care shall be classified as a G roup R-3 occupancy or shall comply w ith the International Residential Code. (3-20-20)T 5.Delete Section 303.2.4 and replace with the following: 308.2.4 Five (5) or fewer persons receiving custodial care. A facility w ith five (5) or few er persons receiving custodial care shall be classified as a Group R.3 occupancy or shall comply w ith the International Residential Code. (3-20-20)T 6.Delete Section 308.3.2 and replace with the following: 308.3.2 Five (5) or fewer persons receiving medical care. A facility with five (5) or fewer persons receiving medical care shall be classified as a G roup R -3 occupancy. (3-20-20)T 10.Delete footnote e under Table 2902.1 Minimum Number of Required Plumbing Fixtures and replace w ith the follow ing: e For business occupancies excluding restaurants and mercantile occupancies with an occupant load of thirty (30) or few er; service sinks shall not be required. (3-20-20)T 11.Delete footnote f from Table 2902.1 Minimum N umber of required Plumbing Fixtures, add footnote f in the header row of the column in Table 2902.1 labeled "Drinking Fountains," and delete footnote f under Table 2902.1 and replace w ith the follow ing: f Drinking fountains are not required for an occupant load of thirty (30) or few er. (3-20-20)T 12.Delete Section 3113.1 and replace w ith the following: 3113.1 General. The provisions of this Section shall apply to relocatable buildings. Relocatable buildings manufactured after the effective date of this code shall comply with the applicable provisions of this code; title 39, chapter 43, Idaho Code; and ID A PA 24.39.31. Exception: This Section shall not apply to manufactured housing used as dw ellings. (3-20- 20)T C ity of Rexburg 2018 International B uilding C ode Amendments D elete Section 903.2.8 and replace w ith the follow ing: 903.2.8 Group R. A n automatic sprinkler system installed in accordance w ith Section 903.3 shall be provided throughout all buildings w ith a G roup R fire area. Exceptions: Page 11 1.All single family homes and multiple family dw ellings up to two (2) units that are physically separated by ten (10) feet or more of space, to the nearest building, are hereby exempted from the provisions of the International Fire C ode, the International B uilding Code and the Idaho Residential Code that require such dw ellings to have automatic fire sprinkler systems installed. N othing in this section shall prevent any person from voluntarily installing an automatic fire sprinkler system in any residential dw elling. Section 1805-Footings and Foundations: The below prescriptive format to be employed in the Jurisdiction, only w ith the permission of the Building O fficial after review of the site specific. The Prescriptive method w ill be used in place of the Tables referenced in Code Sections 1809-Concrete Footings (Table 1809.7) and 1807-Foundation Walls (Tables 1807.1.6.2 through 1807.1.6.3(3)) A dd Prescriptive alternative: Prescriptive Method of Footing and Foundation Walls in The City of Rexburg: 1.Concrete footings constructed in the jurisdiction shall have a minimum steel reinforcement consisting of at least 2ea. #4 horizontal reinforcing bars placed continuously along the footing and located a minimum of 3 inches from the bottom and sides of the footings (see table 1809.7 for footing width and thickness O N LY ). Steel reinforcement shall be securely positioned by hanging wire ties, concrete blocks, or other approved methods that w ill hold the reinforcing steel securely in place during the concrete placement. 2.Foundation w alls 4 feet or less in height shall have a minimum nominal concrete w all thickness of 6 inches and shall have a minimum steel reinforcement consisting of not less than one #4 horizontal bar located in the upper six inches of the w all. The remaining height of the foundation wall shall have horizontal #4 bars spaced evenly at a distance of no greater than 24 inches betw een bars. 3.Foundation w alls constructed in the jurisdiction supporting more than four feet of unbalanced backfill, shall have a minimum nominal concrete thickness of 8 inches, and shall have a minimum steel reinforcement consisting of not less than tw o #4 horizontal bars located in the upper 12 inches of the w all. The remaining height of the w all shall have horizontal #4 bars equally spaced at a distance no greater than 24 inches between bars. 4.Foundation w alls constructed w ithin this jurisdiction shall have a minimum vertical steel reinforcement consisting of “L”-shaped #4 vertical bars spaced at a horizontal distance from one another no greater than 48 inches betw een bars if the wall is 48 inches or less in height, and shall have 24 inch horizontal spacing betw een bars if the wall is higher than 48 inches. The short horizontal portion of the “L”-shaped #4 bars shall be at least 6 inches in length, and shall be approximately centered (vertically) in the concrete footing. Concrete shall be tamped around the “L”-shaped portion of the vertical steel placed in the footing, so that the steel is firmly encased in the footing concrete. If additional re-bar is added to the vertical portion of the #4 “L”-shaped bar to gain additional height, the lap shall be at least 15 inches in length. all steel shall have a minimum concrete cover of 3 inches w hen the wall is poured against earth, and 2 inches cover w hen pored against air (formed free-standing) or against adjacent w all materials. Wall reinforcing steel shall be w ire-tied together to prevent movement or displacement of the steel during the concrete placement. Page 12 SECTION 22: A D OPT ION “15.01.030 A mendments To A dopted Residential Code” of the Rexburg Municipal Code is hereby added as follows: B E F O R E A D O P T I O N 15.01.030 Amendments To Adopted Residential Code (N on-existent) A F T E R A D O P T I O N 15.01.030 Amendments To Adopted Residential Code(Added) State of Idaho (IDAPA 24.30.39) 2018 International R esidential C ode Amendments 1.Delete the exception under Section R101.2 Scope, and replace w ith the follow ing" Exception: The following shall also be permitted to be constructed in accordance w ith this code: a.O w ner-occupied lodging houses with five (5) or fewer guestrooms and ten (10) or few er total occupants. b.A care facility w ith five (5) or few er persons receiving custodial care within a dw elling unit or single-family dw elling. c.A care facility for five (5) or few er persons receiving personal care that are w ithin a dw elling unit or single-family dwelling. d.A care facility w ith twelve (12) or few er children receiving day care within a dw elling unit or single-family dw elling. (3-20-20)T 2.Delete Section R104.10.1 Flood hazard areas. (3-20-20)T 3.Delete item number 7 under the "Building" subheading of Section R105.2 Work exempt from permit, and replace with the following: 7. Prefabricated sw imming pools that are not greater than four (4) feet (one thousand, two hundred nineteen ( 1219) mm) deep. (3-24-24)T 4.Add the following as item number 11 under the "Building" subheading of Section R105.2 Work exempt from permit: 11. Flag poles. (3-20-20)T 5.Delete Section R109.1.3 and replace with the following: R 109.1.3 Floodplain inspections. For construction in areas prone to Flooding as established by Table R 301.2(1), upon placement of the low est floor, including basement, the building official is authorized to require submission of documentation of the elevation of the lowest floor, including basement, required in Section R322.
