Generally, I support the mandate...but I don't think the current proposal will do much, and it'll cause a lot of problems.
PRINCIPLE
Freedom without responsibility is simply anarchy. See the last paragraph for the reasoning behind why this is important.
PROPOSAL
Make it a game, where mask wearers and mask enforcers benefit.
HOW IT WOULD WORK
It's basically a raffle + a bus inspector / mass transit cop.
City officials hand out raffle tickets to mask wearers randomly throughout the day.
A very small number of police (e.g. 1 officer) or SOME officials with authority hand out custom citation tickets. The tickets are numbered and dated, and the official simply takes a
photo of the ticket with the recipient's driver's license. The citation is for $5, and randomly half of the citations will be forgiven. A person can receive multiple citations, one
for every child with them who can have a 20-word+ conversation ("Hi." and "My name Bobby" don't meet the criteria, but talking spreads covid, so make talking the criteria for a mask).
Every night the mayor announces EVEN or ODD. Those citations are enforced, and payment must be given to the city within 6 business days. Paying from 6-11 business days jumps the cost
to $15, and for 12+ business days is $150. The point is to put pressure to pay the tiny fine instead of delay.
As the money comes in, the REWARD raffle starts (or if the city can float the daily citation total, rewards start right away). Each reward is for a $5 gift certificate to a COMPLYING
business.
WHY
- Random reward structures (like slot machines) are the most effective structure to use rewards to achieve good behaviors in groups.
- It's self-leveling: as maskers go up, citations go down. Rewards still exist, but the chances go down, and more people continue out of habit and goodness than reward. If they stop
wearing masks, the chances of reward go back up.
- It's self-funding, mostly. Don't buy more rewards than what the fines cover. Time spent by the raffle-givers and citation-givers isn't covered here.
- It allows individual choice, while giving at least _some_ negative feedback to choices which hurt others. (personally, I'd be tempted to allow businesses to sue the group of non-maskers
for losses if we have to shut down; that'd be actual responsibility, but hey...let's just have fun instead).
- It encourages spending at local businesses, but only those who are complying with signage and such.
- If a business doesn't get much foot traffic, or nobody would pick a $5 gift card for them (Ard's Glass?), then maybe they don't care about enforcing.
- If a person is ok paying $60 / week or $250 / month in fines for constantly not wearing a mask, well, ok. Dumb, but ok.
- The city doesn't benefit directly from the fines, and so there's no way to accuse them of self-interest in enforcement; only citizens receive rewards.
WHAT COULD WE LOSE?
Time isn't on our side in any of these, and games are more fun than mandates.
Call them the Naughty and Nice list, or the Reaping and the Rewarding lists. Have fun, but make it cost (a tiny bit) of real money.
WHY ME?
My kid almost died in 2011 because an unvaccinated toddler transmitted a preventable virus which put him in the NICU. It cost my insurance company (Deseret Mutual Benefits Association)
$100,000 and unlike my auto insurance they couldn't sue anyone to ensure the cost was placed on the responsible party. I support choice, and I support responsibility, and I've wanted
a way for virus-spreaders to take responsibility for their choices for 9 years now. The permanent way is to establish a registry for anti-vaxxers which insurance companies can subroggate
for the cost of outbreaks, and citizens for wrongful death suits. They would then be taking full responsibility for their actions. They are not free to put my kid in the hospital; doing
so with a vehicle and calling it "freedom" would be laughable. So let's introduce the tiniest part of responsibility with a $5 penalty which has a 50% chance of being enforced.
