I was born here in Rexburg, and lived six years in Sugar City before spending time in Utah, Nevada, back to Utah, and most recently nearly 10 years in California. I moved my family back here to Rexburg a couple of weeks ago and so far, we have truly enjoyed being here. Throughout the past six years, I was a CEO for a Public Health Insurance Pool with as many as 70 public agencies involved in the pool for Health Care Coverage, Wellness and other related benefits in California. Prior to running that pool, I was a CFO for a Health care system there. These experiences have kept me keenly involved in both causation of illness as well as best in-class treatments for a myriad of diseases and conditions. Because my experience and knowledge in the healthcare industry has shown me that the media narrative about masks savings lives (with limited exception) is false, I am writing to ask you to consider science when making your decision on the proposed mandate. Below, I have included some of the most recent studies on masks to help bring awareness to your team, and I do so in hopes of aiding you in making your decision about a mask mandate. Note: In late July, the WHO and CDC also admitted that wearing masks does not prevent the spread of this virus. 2020: https://onlinelibrary.wiley.com/doi/epdf/10.1111/jebm.12381 <https://onlinelibrary.wiley.com/doi/epdf/10.1111/jebm.12381> 2019: https://jamanetwork.com/journals/jama/fullarticle/2749214 <https://jamanetwork.com/journals/jama/fullarticle/2749214> 2017: https://academic.oup.com/cid/article/65/11/1934/4068747 <https://academic.oup.com/cid/article/65/11/1934/4068747> 2016: https://www.cmaj.ca/content/188/8/567 <https://www.cmaj.ca/content/188/8/567> 2015: https://bmjopen.bmj.com/content/5/4/e006577 <https://bmjopen.bmj.com/content/5/4/e006577> 2012: https://onlinelibrary.wiley.com/doi/epdf/10.1111/j.1750-2659.2011.00307.x <https://onlinelibrary.wiley.com/doi/epdf/10.1111/j.1750-2659.2011.00307.x> 2010: https://www.cambridge.org/core/journals/epidemiology-and-infection/article/face-masks-to-prevent-transmission-of-influenza-virus-a-systematic- review/64D368496EBDE0AFCC6639CCC9D8BC05 <https://www.cambridge.org/core/journals/epidemiology-and-infection/article/face-masks-to-prevent-transmission-of-influenza-virus-a-systematic-%20review/64D368496EBDE0AFCC6639CCC9D8BC05> 2009: https://www.ncbi.nlm.nih.gov/pubmed/1921600 <https://www.ncbi.nlm.nih.gov/pubmed/19216002> These studies above show that masks don't stop the spread of diseases like Covid, Sars and the Flu, and even cause sick people to take longer to recover when worn while they are sick. One-time use of masks (disposable) in a surgical environment makes a lot of sense, as this truly does prevent the spread of disease when used with a huge checklist of other preventative measures. For example, our insurance pool worked with a group in Monterey, California that had only 8 infections in over 16,000 surgeries last year. Compared to most groups across the country, this is nearly miraculous. We accomplished this by scientific method in dozens of studies and programs over the past 15 years, including safety precautions and disposable mask-wearing. While this amazing experience was incredible to help bring about and to witness, it does not translate to effective use of reusable cloth masks that are not worn properly, cleaned efficiently, and do not prevent people from touching their faces. The problem with using masks over and over again is they do get dirty -- but even worse is that you are putting your hands up to your face more frequently and are more likely to give yourself an infectious disease than not. In addition, the CDC released a study that showed 70% of all recent cases of Covid are from people always wearing their masks, while only 3% of all recent cases of Covid are from people who never wear masks. This was both in the control group as well as the test group. In conclusion, the media and much of the country are sharing information that is "just not so" on this topic. I hope we are smarter than many parts of the country and that this area of Idaho continues to consider reliable science when making decisions that affect the public, rather than pushing citizens to the same fear-mongering that is happening in so many other states.
