Mayor Merrill and City Council Members, I respectfully send this email and hope you will have an opportunity to read it. I will keep it brief as I am sure you are being flooded with correspondence presently. I know and have worked with a number of you professionally during the past 12 years and applaud the leadership you bring and the willingness you have shown to listen to those you represent. I lived in Rexburg until 3 years ago when my wife and I moved with our children to Sugar City. I have worked in Rexburg for 12 years and work in Rexburg currently as a Mental Health Counselor. For the first few years my wife and I were married, she always said, “I don’t want to stay here. I can’t imagine us ever living here forever.” Her view changed several years ago and this is where we have put down roots, have begun raising 4 children, formed relationships, and gotten involved in our community. I cannot count how many times in the last 9 months with everything going on in the world from pandemics to politics to riots and protests to civil unrest that we have looked at each other and said, “Who knew? Who knew we would have made choices over the last 12 years that made this wonderful place our home where we feel safer, more secure, have great leaders/neighbors/community members and such excellent schools?…” We have felt very blessed and fortunate for that. I don’t know if I can think of a single time that I have felt disappointed in how our local government/civic leaders went about things in all the time we have lived and worked here. However, I am feeling disappointed and frustrated today that there has been readings of Ordinance 1243 and that I am hearing there is going to be a vote tonight on this. I am shocked that this is how the Rexburg City Council is handling this. Perhaps my information is inaccurate (and I hope it is), but if not, I am feeling very disappointed that there hasn’t been any word on this disseminated to the public. If this really is going to happen in this way, I hope this will not be a practice that is followed in the future. I mentioned I work as a mental health counselor. I am not going to cite data and facts from various studies that support my personal opinion on masks and mandates, but I do wish to provide personal perspective and personal experience. As a professional, I have the privilege of meeting with individuals about some of the most personal and intimate aspects of their lives as they struggle with emotional and mental health challenges and during the past 9 months, they are being crushed from two sides: the pandemic which has been in some aspects out of our control on one side and on the other side by the threat of oversight which can be prevented. It is smothering. I have personally noticed that MOST people are wearing masks. I personally feel very safe with the precautions that local businesses are taking. From just a mental health standpoint, I personally know a lot of individuals who can’t wear masks because of how it impacts things like anxiety and panic attacks. I know people who can’t wear them for medical reasons. These people then come to me and tell me how much higher their anxiety is because of the nasty looks or words they get/hear from people criticizing and ridiculing them because they aren’t wearing a mask when the Public Health Department has allowed for exceptions. I fear what a mandate with a fine is going to do to my patients when not only is there such harsh judgment exacted on them but now the threat of fines?!?!?! This email is already much longer than I had wanted it to be. I will end it with some questions: How does the council plan to follow-through on enforcement? Will our LE be posted outside businesses? Is there going to be a tip line or something? How? Has the city council researched how well communities with similar orders with fines already in place are doing with their COVID numbers? If so, can you provide that to the public? What is going to be next? Are you going to go the route of limiting how many people can be in homes like our neighbors to the west or what we have to wear in our homes like in Pennsylvania? I personally wear a mask everywhere I go in public. I distance myself when in public and especially if someone isn’t wearing a mask. I encourage my family and children to do the same. Most people I know and see are already doing this. I believe the efforts to educate and encourage have made a difference. I fear the division that a mandate with fines would create in our community and all the unforeseen consequences it would create. Please don’t adopt a mandate with fines. Please.
