PLANNING AND ZONING
PLANNER I
(GRADE 14)
GENERAL STATEMENT OF DUTIES:
The Planner I assists in long range and current planning activities; collects, coordinates, analyzes and
prepares data required in the development of current planning cases and comprehensive and project
planning assignments. Perform a variety of tasks to assist developers throughout the planning process
ensuring city requirements are upheld by completing plan reviews and inspections as needed. The ideal
candidate must be able to communicate and document requirements accurately and explain the city’s
planning processes thoroughly.
SUPERVISION RECEIVED:
Work under the direct supervision of the City Planner, works closely with the Asset Management
Administrator and with other Department Heads and Supervisors.
CATEGORY AND FLSA STATUS:
Full-time, regular, non-exempt
ESSENTIAL DUTIES:
Review applications for compliance with City codes, policies and development standards.
Assess and verify site conditions by field inspection as required.
Provide public information on land use applications and processes.
Serve as a support staff member on moderately complex development applications.
Research, document, and identify improvements to existing and proposed community
development workflows.
Georeference utility site plans and add/update utility data into Geographic Information Systems
(GIS), Database.
Using GIS, update & model transportation planning features to demonstrate infrastructure
needs.
Design meaningful system reports using SQL queries and Crystal Reports software.
Help coordinate efforts by working with a diverse team among multiple departments
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Substantial knowledge of data gathering and research techniques, cartographic principles and
methods, GIS, Power Point, and computer usage;

Knowledge of land use theory, urban design, economics, finance operations, land use laws,
demographics, environmental design, resource development and ecology;
Experience with MS Office Suite, permitting, and GIS software.
Capable of working independently and organizing multiple priorities, procedures, and processes
Ability to respond effectively to requests and maintain positive working relationships with
employees and public.
Work as an energetic team member and promote a positive work environment
Effective oral and written communication skills
PREFERRED KNOWLEDGE, SKILLS AND ABILITIES:
Bachelor’s degree in a relevant field
2 years’ experience in planning & zoning, and/or GIS
Knowledge of and/or training in computer sciences (information systems, programming, etc.)
Experience with Azteca’s Cityworks software
Experience with ESRI ArcGIS software
Experience with SAP Crystal Reports software
Familiarity with Public Works and Community Development operations
Familiarity with RDBMS Query Language.
Familiarity with local government operations and practices
Work Environment: Incumbent of the position performs in a typical office setting with appropriate
climate controls with periodic field work subjected to variable weather. Tasks involve a variety of
physical activities, involving minimal muscular strain, related to walking, standing, stooping, sitting,
climbing, lifting carrying and reaching. Essential functions require talking, hearing and
seeing. Common eye, hand, finger dexterity are required. Mental application utilizes memory for
details, emotional stability, discriminating thinking and creative problem solving.
