To Whom It May Concern:
I am writing in regards to the proposed public hearing that will be held on January 16,
2003 before the Planning & Zoning Commission regarding the zoning change from Low
Density Residential (LDRI) to Low Density Residential (LDR) for the Sherwood Hill,
Sorensen Addition, Rigby Addition and the Neville Valleyview Addition No. I
subdivisions. I will be out of town that evening and would like to express my thoughts to
you formally in writing.
I live at 352 East 5th So. in this affected area. I am very much in favor of this zoning
change to LDR. I am concerned with the growth of BYU-Idaho and the demand for more
housing particularly for married students. This will drive more and more individuals to
convert part of their homes into apartments. This is particularly a concern because of the
proximity of the neighborhood to the university. I have observed this phenomena occur at
other universities where I have lived previously. The entire complexion of neighborhoods
close to the university has changed from a residential situation to one of a neighborhood
of apartments. Many of the properties become run down as they turn into rental
properties. I do not want this to happen to my neighborhood. The prevalent number of
apartments already in the neighborhood along with three very large apartment complexes
being built on the borders of this effected area has already had a negative effect on our
property values. The long-term uncontrolled growth of apartments in neighborhoods such
as ours pushes high quality family residential neighborhoods away from the center or
heart of the city. I do not believe it is attractive to have a run down, urban core in a city. I
feel that those people who currently have apartments in their homes have the right to
keep them until the home is sold. At that time I feel strongly zoning exceptions
permitting these apartments should be revoked.

To the Planning & Zoning Commission of the City of Rexburg Idaho:
I would like to express my very strong support for the proposed zoning change from LDR-1 to
LDR for portions of the Sherwood Hills, Sorensen, Rigby, and Neville Valleyview additions
which is now before the Commission. In addition, I would like to make a brief comment.
In the twelve years that we have lived in this neighborhood, the levels of noise, congestion, and
traffic have risen steadily as we have been surrounded on all sides by apartment buildings. In
order to preserve any reasonable quality of life for the residents of this area, at some point this
has to stop. I believe that time is now. If we allow the current window of opportunity to pass,
the quality of life which we have associated with this neighborhood will be lost forever.
I understand that some people have argued that any zoning restrictions on this area would
represent an unreasonable infringement upon the rights of individual property holders. By this
logic, my neighbor David Pulsipher would be able to put in a brothel or a small hog farm in the
vacant lot next to me as a more profitable alternative to a new home he is planning to build.
When a group of people lives together, the rights of individual property owners are justifiably
compromised for the well being of the community as a whole.
There is a very strong consensus among the residents of this neighborhood in favor of the more
restrictive LDR zoning designation. I believe that the City of Rexburg and its agents have a
greater responsibility to protect and support its longtime taxpayers and citizens than to cater to
developers, particularly during a period of runaway development. This rezoning provides an
opportunity to demonstrate a commitment to the long term health of our existing
neighborhoods.

Planning and Zoning Commission of the City of Rexburg Idaho
As a twelve year resident of the Rigby Addition two blocks east of campus, I enthusiastically
support the zone change from Low Density Residential 1 to Low Density Residential. This
would be a smart move on the part of the Planning and Zoning Commission for the following
reasons:
1. the zone change would protect the character and integrity of a neighborhood
which has, since its development, been primarily a residential neighborhood
with single family dwellings.
2. the zone change would, to some extent, insulate the neighborhoods
immediately adjacent to the college campus from increased traffic and
parking problems since it would sharply curtail any future student housing
development.
3. the zone change would demonstrate that the Planning and Zoning
Commission is committed to the welfare of the taxpayers and permanent
residents of this town and not the development interests of those who do not
reside here.
Rexburg is growing at such a run -away rate that if smart development is not part of the
planning process, we will all be sorry further down the road. Any changes to existing zone
designations should be carefully considered as they will affect the future of our community.
