PROPERTY LOCATION: 1332 and 1350 Thompson St. COMPREHENSIVE PLAN: Industrial CURRENT ZONING: Community Business Center (CBC) PROPOSED ZONING: Light Industrial (LI) SURROUNDING LAND USES: (North) – Commercial – Siddoway’s Potato Services of Idaho (East) – Railroad; S Yellowstone Hwy; Agriculture (West) - US Highway 20; Commercial – Edstrom’s (South) – Industrial – Valley Ag Fertilizer AND ZONING: (North) – Community Business Center (CBC) (East) – Transitional Agriculture 1 (TAG1) (South) – Light Industrial (LI) (West) – Community Business Center (CBC) APPLICABLE CRITERIA: City of Rexburg Development Code (Ordinance No.1200) § 1.04.020 Zoning Map Revisions AUTHORITY: §1.04.020 (D) “The Commission may recommend that the amendment be granted as requested, that it be modified, or that it be denied.” I. BACKGROUND The Thompson properties are contiguous to city limits and lie in the city’s southern Impact Area. This is the former site of Thompson Paving. Valley Ag is finalizing the paperwork for purchase of the Thompson property. Community Development Department STAFF REPORT 35 North 1st East Rexburg, ID 83440 Alan.parkinson@rexburg.org www.planning.org Phone: 208.359.3020 Fax: 208.359.3022 Case No. 20 00770 Page 2 The Rexburg Development Code allows the Commission to make recommendations to the City Council regarding whether or not the property should or should not be rezoned based on the criteria found in section §1.04.020. II. SITE DESCRIPTION 1332 & 1350 Thompson is located just north of the Valley Ag Fertilizer plant at 2003 S Yellowstone. The parcels are between US Hwy 20 and S Yellowstone highway. The total area involved in this Rezone request is approximately 4.83 acres. III. ANALYSIS If approved the request will result in changing the zone for the parcels from Community Business Center (CBC) to Light Industrial (LI). The request would require the Commission and City Council to review the proposal against one set of criteria, for the request to rezone. Below, staff has provided all the criteria listed by Ordinance No. 1200 (Development Code) that are required to be addressed, followed by staff’s analysis of each criterion. Criteria Rezone Requests (§1.04.020): a. Be in conformance with the City’s Comprehensive Plan. The Comprehensive Plan designation is Industrial. This change will align with the Comprehensive Plan Map. b. The capacity of existing public streets, water and sewer facilities, storm drainage facilities, solid waste collection and disposal, and other utilities. Water and sewer facilities can service the parcel when needed. Storm drainage requirements can be addressed on site. c. The capacity of existing public services, including but not limited to, public safety services, public emergency services, schools, and parks and recreational services. N/A d. The potential for nuisances or health and safety hazards that may adversely affect adjoining properties. N/A e. Recent changes in land use on adjoining properties or in the neighborhood of the map revision. 2003 S Yellowstone, the Valley Ag Fertilizer plant was just rezoned to Light Industrial. f. Meets the requirements of the Development Code. These changes will bring the areas into conformance with their current and future uses. IV. STAFF RECOMMENDATION Staff requests that Planning and Zoning recommend to City Council to approve the changes to the properties from Community Business Center (CBC) to Light Industrial (LI) if the Commission finds that the proposed request is compatible with the surrounding area or in the best interest of the neighborhood and the community. 1332 & 1350 Thompson
