The consent agenda .includes items which require formal Planning Commission action, however they are typically routine or not of great controversy. Individual Commission members may ask that any specific item he removed from the consent agenda for discussion in greater detail. Explanatory information is included in the Planning Commission's agenda packet regarding these items. i. Minutes from the April 17, 2003 meeting Jerry Hastings asked to be excused from the meeting. Ted Whyte moved to approve the consent agenda; Joseph Laird seconded the motion; all voted aye, none opposed. The motion carried. 1 Preliminary Plat Quail Ridge Subdivision — Off 7th South & Millhollow Road Richard Smith Richard Smith — 637 South Millhollow Road — Reviewed the Plat on the overhead screen. His current home is on lot #9. Discussion on the proposed development coming up to 7th South, however the homes would not have access to 7th South from their individual lots. Discussion on the need to have 7th South in this area as a major arterial. The property was described as being annexed to 7th South in the most recent annexation, however the legal description did not indicate the 7th South description. A new annexation proposal will include the correct legal description for this proposal. Staff approves the concept of the preliminary plat. Robert Schwartz moved to approve the Preliminary Plat for Quail Ridge Subdivision; Mike Ricks seconded the motion; all voted aye, none opposed. The motion carried. Richard Smith — Indicated that a new name will be offered for the development instead of Quail Ridge since it is similar to an existing subdivision in the County. , Kurt Hibbert commented on the need to obtain a biography of the Planning Commissioners for the upcoming Comprehensive Plan survey for that will be brought before the public. Joseph Laird moved to approve the minutes for May 15, 2003; Jerry Hastings seconded the motion; all voted aye, none opposed. The motion carried. 1 Marsha Bjornn — Mentioned that the Committee is looking at other Cities to see what examples are available to present to the Commission. Jerry Hastings — Is the Committee looking for multiple uses for the City Parks. An example would be to connect major parks with smaller parks. Kurt Hibbert — Discussed the integration concept of having Parks planning in the Comprehensive Plan. Jerry Hastings - Would like to know the vision of the Committee for the development of the impact fees. Doug Smith — Requested if the Committee has studied the current use of the City Parks. How much is the current City Parks being used? Shawn Larsen — Recommended to have a designated Parks Plan or Vision to include in the Comprehensive Plan. The idea would be to avoid a Hodge Podge of City Parks and walking paths without a central theme. As the population increases, the plan should indicate a need for additional City Parks. One idea is to maintain a ratio of population to City Parks and continue to maintain that ratio as the population grows. David Stein — Recommended small City Parks in the business district of Rexburg. Final Plat Harvest Heights Subdivision — Off 7th South & Millhollow Road — Richard Smith Kurt Hibbert — Reviewed the Harvest Heights Division #1 final plat. Richard's current driveway is on the north end of the subdivision. The south part of the Subdivision will have access to 7th South if approved by the City Staff. The interior roads on the south will dead end until the plan for 7th South is completed. There is a possibility to extend the roads to 7th South in the future. The developer has provided a 68 foot right of way for city road development. Doug Smith moved to approve the final plat for Harvest Heights Division #1 with the following conditions: 1) 57 foot radius on the cul-de-sac 2) City Departmental review and approval Jerry seconded the motion; all vote aye, none opposed. The motion carried.
