I have reviewed the plans for the Comfort Construction Apartments in the
Andrews Addition #2 and have identified the following discrepancies, additions or
questions:
1. Provide storm pond calculations.
2. Parking turnouts are required at the rear of the parking lots.
3. Identify trash facilities.
4. Provide accessible route to the public way as per the 2000 International
Building Code (IBC) section 1104.3.
5. Dimensions are required from buildings to property lines. The building
lines identified on the site plan must be that of the eaves. All setbacks are
from the eaves.
6. The structural calculations are inconsistent with code requirements. The
snow and wind loads of Idaho Falls were used instead of those for
Rexburg. Rexburg's design wind speed is 90 mph and the snow load is 50
lb/sq. ft. at ground and 35 lb/sq. ft. on roof. Table 1609.6.2.1 (1) was used
for wind analysis. This table is for wind exposure B. Exposure C should
be used instead of B as there are no buildings to the West of the project to
block the wind. The seismic calculations were figured using 'zone 3"
which is a classification from the Uniform Building Code. Seismic
calculations must be calculated using IBC procedure.
7. Please identify the exact locations of the HTT16 or PHD2 hold GOVVW.
Sheet A03 identifies them with an "A" symbol at specific locations on the
floor plan but contradicts these locations in the note below by calling them
out at ends of the shear panels. Are there to be 2 hold downs per "A"
symbol?
8. Cn the last page of the structural calculations document, the 4'' nail

spacing for the shear panels has been changed to 3". Please make the
change to the building plans. Also, it is a common practice for the
framing contractor to use staples instead of nails. Please have the
engineering firm list a spacing for staples that is equivalent to the nail
spacing.
9. Please provide truss details as soon as you can get them from the supplier,
but before framing inspection.
10. Please identify special thickened washers for the anchor bolts as per the
IBC.
11. Change building design to accommodate the exterior stairway open side
requirement as per IBC section 1005.3.6.2.
12. The stair details on page A04 identify an 11" tread or run. The notes
entitled "Stair System" identify a 10" tread. Please change this note to
read 11 ".
13. All units on the lower level must be constructed as "Type B" units as per
the IBC and ICC/ANSI Al 17.1. Identify as such. Please identify grab bar
backing, accessible thresholds and all other accessible features.
14. Please identify smoke detectors as per the IBC and 2A-1 OBC fire
extinguishers in each apartment unit.
15. Identify that bedroom windows must meet egress as per IBC.
16. Please identify firewall construction, including draftstops if used. Unit
separation must be maintained from foundation to roof sheathing. Please
provide details.
17. Please identify fire separation at the floors between units. Engineered
joists have their own requirements for fire protection and are not listed in
the IBC. Please provide this information on the plans.
18. Sinks and other plumbing elements are shown against unit fire separation
walls. Show details that identify how the membrane is to be breached.
Make sure that the plumbing contractor is aware that if they try to utilize
one stack in the party wall and run plastic pipe from the wall to two units,
special design is necessary. Using fire collars at the penetrations is one
option, but the best option is to keep individual stacks in the plumbing
wall of each unit and not in the party wall.
19. Provide energy calculations as per the 2000 International Energy
Conservation Code (IECC).
20. I have attached a copy of the Fire Department review to the back of this
document. Please resolve any issues identified by them.
