The Legal description as follows: Tract 1 All of the East half of the East half of Section 31, Township 6 North, Range 40 East, Boise Meridian, Madison County, Idaho excepting those areas already in the City of Rexburg. Tract 2 All of the West half of the West half of Section 32, Township 6 North, Range 40 East, Boise Meridian, Madison County, Idaho excepting those areas already in the City of Rexburg. Tract 3 All of the Southeast Quarter of the Northwest Quarter of Section 32, Township 6 North, Range 40 East, Boise Meridian, Madison County, Idaho excepting those areas already in the City of Rexburg. At such hearing the Planning & Zoning Commission will hear all persons and all objections and recommendations relative to such proposed approval. The City Clerk will also accept written comments at City Hall prior to 4:00 p.m. on June 18, 2003. Kay, City Clerk J City of Rexburg ANNEXATION PLAN May 12, 2003 In accordance with Idaho Code Title 50-222, 5.a.b.iii, the City provides the following information pertaining to the parcels shown and numbered on the attached map (Attachment A): It is proposed that the City of Rexburg would annex several high growth areas into the City. The extension of infrastructure to some of these areas has already been started and the City anticipates servicing new developments in the area with municipal services as soon as is practicable. These properties are primarily located in five (5) areas within the Rexburg City Area of Impact, Madison County, Idaho, and are described as follows on the Annexation Map dated May 19, 2003: Annexation Area 1: Area includes a single parcel at 801 West Main Street. Water and Sewer Services are already available to the proposed parcel. The parcel is currently an island in the middle of the City. The parcel fronts City streets and has access to municipal police and fire protection. This parcel is a petitioned annexation. Parcel numbered on the Annexation map as follows: Area One (1) Proposed Rexburg City zoning for this parcel is: Low Density Residential (LDR1) Annexation Area 2: Area includes two adjoining Parcels at the corner of Main Street and 12' West Street. Water and sewer services are already extended to the west side of US 20 and Sewer service will be bored under State Highway 33 to serve this annexation area to the north in the summer of 2003. These two parcels are petitioned annexations. Parcels are included on the Annexation map as follows: Area Two (2) Proposed Rexburg City zoning for these parcels is: Highway Business District (HBD) Annexation Area 3: Annexation area includes all parcels not already annexed lying north of '7h North and following the North Yellowstone Hwy on the west side and the section line on the east side thence north to the drive in theatre. Water and sewer services will need to be extended to annexation parcels on the north end of area 3. Annexation areas currently have access to City water and sewer from mainlines existing on 7d' North. Transportation right of ways will need to be acquired as part of the annexation process. Future road development will be as per the City transportation plan as coordinated with Madison County. Twelve (12) of the Twenty (20) parcels in this area have petitioned for annexation. Parcels are included on the Annexation map as follows: Area Three (3) Proposed Rexburg City zoning for these parcels is Highway Business District (HBD) next to the highway and Medium Density Residential (MDR) East of the HBD with Low Density Residential (LDR1) on the East part of Area 3. Annexation Area 4: Area includes all parcels east of Millhollow Road to the Section line between 7d' South and north to the Woodmansee ditch bordering the north side of the Summer's property. Water and sewer services will need to be extended to most of this Annexation area. Part of the Annexation area on the west side of Millhollow Road currently has access to City water and sewer. Transportation right of ways will need to be acquired as part of the annexation process. Future road development will be as per the City transportation plan as coordinated with Madison County. Eight (8) of the nine (9) parcels have petitioned for annexation. Parcels are included on the Annexation map as follows: Area Four (4) Proposed Rexburg City zoning for these parcels is Low Density Residential (LDR) Annexation Area 5: Parcel includes what is otherwise referred to as the Cook Farm East of 2nd East and South of 11f South. Water and sewer services will need to be extended to all of annexation area 5. City Street Right of Ways need to be dedicated. Parcels are included on the Annexation map as follows: Area Five (5) Proposed Rexburg City zoning for these parcels is Low Density Residential (LDR) with a small corner of Medium Density Residential (MDR) bordering 2nd East and 7th South. Tax supported municipal services to be provided to this newly annexed area include police, fire and other city services including snow removal, public works and planning and zoning services. (a) Changes in the rate of taxation are available at City Hall. (about 22% net increase) (b) Fee supported City services, including water and sewer will be available to parcels 1, 2, 3, 4, 6, 7, 8, and 9 by August of 2003. Parcels 11 &14 already have access to City services. These parcel descriptions are available at City Hall. (c) There is very little impact to other local government taxing districts outside of the Fire Protection District. This impact is approximately $60.04 per $120,000 of taxable value. (d) Proposed zoning in annexed lands is as per public hearing notice of May 19th, 2003.
