Building Official Stoddard reviewed the Building Valuation Report for the month of August.

Resolution 2020-16 to Adopt the State Plan for Deferred Compensation 457b – Terri Hill and Matt Nielson
Finance Officer Nielson reviewed the update Analysis of Estimated One Time Property Tax Credit for Rexburg and Madison County-Fiscal Year 2021 Budget. He explained he has been working
with County Clerk Kim Muir, the Idaho State Tax Commission and other divisions of the state. They have determined the city’s budget certification and which portion of the wages are
county verses city, etc... The City’s estimated one time relief amount is 1.7 million dollars and about 2.3 million dollars for the county. The city is going to take the 3% administration
fee the state is allowing on the 1.7 million dollars.
Finance Officer Nielson said he received the revised allocation amount of funds for Urban Renewal which means, the city will be able to collect enough taxes to redistribute to the Urban
Renewal District.
Finance Officer Nielson gave a brief explanation of the L2 Form.
Finance Officer Nielson reviewed Resolution 2020-16 to adopt the State Plan for Deferred Compensation 457b.
Resolution to Adopt the State Plan for Deferred Compensation
Resolution 2020 - 16
WHEREAS, the State of Idaho has enacted Idaho Code Section 59-513 which permits the State of Idaho and any county, city or political subdivision of the state, working through its governing
body, to contract with an employee to defer income to a 457 Deferred compensation plan, and
WHEREAS, the State of Idaho, by the State board of examiners has established and maintains the Deferred Compensation Plan ("Plan") for participation by state employees, and
WHEREAS, the City of Rexburg, Idaho, (hereinafter referred to as the "Participating Employer") desires to adopt the State Plan for participation by its employees;
WHEREAS, the Participating Employer has also determined that it wishes to encourage employee's savings for retirement by offering salary reduction contributions;
WHEREAS, the Participating Employer has reviewed the Plan;
By adopting the Plan, the City of Rexburg, adopts the investments and services selected by the State of Idaho Board of Examiners.
NOW THEREFORE, the Mayor and the Council of the City of Rexburg, effective September 2, 2020, hereby resolves:
Section 1. The Employer shall abide by the terms of the Plan, including amendments to the Plan made by the State of Idaho Board of Examiners, all investment, administrative, and other
service agreements of the Plan, and all applicable provisions of the Internal Revenue Code and other applicable law.
Section 2. Plan will be made available 10/1/2020 to regular full time employees only, and there will not be a 6-month waiting period for new hires.
Section 3. The Employer will contribute $100.00 up front (one time contribution per full-time employee) upon enrolling in the 457 Deferred Compensation Plan to the Employee’s account
if their contribution is three percent (3%) or greater and they commit to a 12 month minimum period of payroll deducted contributions. The employer will not provide any additional
contribution or matches.
Section 4. The Employer may terminate its participation in the Plan.
PASSED BY THE CITY COUNCIL AND APPROVED BY THE MAYOR THIS 2ND DAY OF SEPTEMBER, 2020.

Council Member Mann indicated he is not opposed to adopting the State Plan for Deferred Compensation 457b; however, he is opposed to the $100 employer contribution until the city’s financial
situation is known. Council Member Flora said based on Council Member Mann’s comment, what is the city’s financial situation and what is it projected to be? Finance Officer Nielson
explained the first quarter of sales tax the city received was substantial compared to the amount that was expected, this was due to the new house bill recently passed that gives growing
cities a higher percentage of sales tax. The second quarter
of sales taxes are due to be received in about six weeks. When those taxes are received he will know if there is a decrease in the amount of taxes received.

Public Works: - Keith Davidson
Citywide Crosswalk Painting Bid Acceptance
Public Works Director Davidson reviewed the bids received for the Citywide Crosswalk Painting.

Council Member Busby asked how many crosswalks are located in the city. Public Works Director Davidson replied 350 crosswalks, 221 stop bars, 50 right turn arrows, 183 left turn arrows,
39 combination arrows and 12 miscellaneous signs. Council Member Johnson asked if the bike lanes are also included in this bid. Public Works Director Davidson said the bike lanes are
painted every year and are not included in this bid.
Council Member Flora moved to approve the low bid of $42,409.60 from Precision Line Striping for the Citywide Crosswalk Painting Project; Council Member Johnson seconded the motion;

Council Member Johnson asked about the sewer smell near Nature Park. There was mention of a lid being placed on the tank to help control the sewer smell. Public Works Director Davidson
replied he has not received bids for the tank lid.
Public Hearing 6:50 PM: Annexation of 15 North 12th West (DBA Mother Hibbards) 20-00545, Ordinance No 1234 First Read – Alan Parkinson
Planning and Zoning Administrator Parkinson reviewed the annexation request at approximately 15 North 12th West. The property owner is requesting to be annexed into the city because
the property is currently hooked up to the city sewer line and the cost of sewer is more expensive for a property outside of the city limits. He said the property is not connected to
the city’s main water line and the property owner doesn’t desire to connect to city water.

Council Member Mann expressed his concerns with the shape of the city limit border becoming too jagged.

Mayor’s Report:
Mayor Merrill reported there will be a Labor Day Pickle Ball Tournament at Nature Park on Saturday, September 5th. Council President Busby asked if the lights will be installed at Nature
Park near the pickle ball courts. Public Works Director Davidson said there are plans to install lights near the pickle ball courts for Fiscal Year 2021.
Mayor Merrill reported the Experience Rexburg Event will be held on Saturday, September 19th at Porter Park this year.

AN ORDINANCE OF THE CITY OF REXBURG, IDAHO, AMENDING ORDINANCE NO. 1215, THE APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2019 AND ENDING SEPTEMBER 30, 2020: APPROPRIATING
ADDITIONAL MONIES THAT HAVE BEEN OR ARE TO BE RECEIVED BY THE CITY OF REXBURG, IDAHO, AND BUDGET REDUCTIONS IN THE NET SUM OF $3,380,000 AND PROVIDING AN EFFECTIVE DATE.
