HomeMy WebLinkAboutExhibit A Addressing Policy 10.15.2020 ORDINANCE SECTIONS 3.02.140 Addressing Multi -Family Dwelling Address A.. 1.When individual apartment, condominium, or town house structures within a common complex are designated with separate addresses, individual unit numbers shall be assigned so there is no duplication of unit designations within a building. Multiple Floors 2..The first floor shall be 100 series, second floor 200 series and so on for each successive floor. Basements shall be 10 series if the next higher floor is designated the first floor, or basements shall be designated 100 series if the next level is called the second floor. B.When apartment, condominium, or town house complexes (more than one structure) have been assigned one address, each individual building shall also be assigned a number. Building Number 1.. The building number shall be posted in a conspicuous location with the number being a minimum of twelve (12”) inches in height in a contrasting color to the background. Unit or Apartment Numbers 2.. Unit or apartment numbers shall then be assigned in the 10, 100, 200, 300, etc. series per floor as identifiedin paragraph a. of this section. Address Markers C..(See subsection 3.05.110.B.) 3.05.110.B. Address Signs . All buildings shall have a permanently posted address, which shall be placed at each driveway entrance and be visible from both directions of travel along the road on which the address is located. Multiple Addresses A.. Where multiple addresses are requiredat a single driveway, they shall be mounted on a single post and additional signs shall be posted at locations where driveways divide. Time Frame B.. In all cases the address shall be posted at the beginning of construction and maintained thereafter. Residential Signs C..(See subsection 3.02.140.A. for multiple unit signs.) 1.The assigned address of any City residence must be postedon the structure within ten (10’) feet of the entrance door facing street side. Said numbers must be readable from the street as determined by City Emergency Services. Name and Address 2.. Signs or name plates shall not exceed two (2) square feet in area and display only the name and address of the occupant. 10.04.040 Street Names Street names shall not duplicate any existing street name within Madison county except where a new street is a continuation of an existing street; street names that may be spelled differently but sound the same as existing streets shall not be used. All new streets shall generally be named as follows: North-South A.. Streets that have a predominantly north-south direction shall be named “Avenue” or “Road” East-West B.. Streets that have a predominantly east-west direction shall be named “Street or “Highway” Meandering C.. Meandering streets shall be names “Driveway”, “Lane”, “Path”, or “Trail Cul-de-sacs D.. Cul-de-sacs shall be named “Circle”, “Court”, “Way”, “Place" 1 | Page ADDRESSING POLICY HOW ARE ADDRESSES ASSIGNED? A.Address number: 1.Address number is listed first, then street name. 2.Odds & Evens addressing numbers are assigned per the address grid for the City of Rexburg. 3.Address numbering sequence should allow for potential development. 4.Address numbers should fall within the street range identified on the GIS maps. B.Single-Family Homes: Single-family homes shall have one address per parcel. C.Duplexes & Basement Apartments: Single-family homes converted into duplexes and/or basement apartments should have unit numbers shown at point of entry to the unit. 1.The original entrance should have “unit 1” and be identified with the current address. 2.Additional Units. Additional units will be shown on the map at exterior emergency exits. 3.New Duplexes. New duplexes with a single owner shall follow the multi-family addressing standard. D.Twinhomes: When twinhomes have two (2) accesses and the units are sold separately, they shall have two (2) different addresses. (Basement Apartments shall be addressed as described above.) E.Multi-family & Dormitory-style, Commercial: 1.Buildings with multiple floors shall be indicated by building number, floor number, and unit number. a)Basements shall be 10 series if the next higher floor is designated the first floor. b)The first floor shall be 100 series, second floor 200 series, and so on for each successive floor. c)When buildings are a single level, an effort can be made to keep the sub address number as short as possible by excluding the floor level. Building number, unit number. (Ex: single building with 3 units. 101, 102, 103). d)When several units are accessed from a single entrance, an effort can be made to keep odd unit numbers on the left and even number units on the right. (Ex: Building 1 with a basement and first floor at grade level and two units per floor would have units designated as 1001, 1002, 1101, 1102.) 2.Buildings will have a central address for the same knox box location and mail station. 3.Building should be numbered in a clockwise direction from closest access point to a main, existing road, whenever possible. 4.Commercial. When a building is commercial, these numbers are referred to as commercial “suites” instead of residential “units”. WHEN ARE ADDRESSES ASSIGNED? A.Plats. Proposed addresses are assigned after a Plat has been recorded with Madison County. 1.Street names are established on the Final Plat. B.No Plat. Wait to address until there is an approved Site Plan and Building plans before addressing. HOW ARE STREETS DETERMINED? A.Streets at Blocks: 2 | Page 1.Streets north of Main Street are labeled with a “N” after the address number. 2.Those streets south of Main Street are labeled with a “S” after the address number. 3.Those streets west of Center street are labeled with a “W” after the address number. 4.Streets east of Center street are labeled with a “E” after the address number. B.Streets Interior to Blocks: 1.Streets at established city blocks shall count sequentially east, west, north and south stndrd beginning with 1, 2, 3,etc. 2.Streets within those city blocks shall have street names. a.Streets cannot have similar names to those that are existing in Madison County. b.Loop (u-shaped) Streets shall use the same name for the duration of the loop. C.Streets in a Subdivision: Streets within a subdivision shall be named. D.Guide for Street Names (See Dev. Code 10.04.040 Street Names) ADDRESSING PROCESS A.Plat. 1.Plat Addressing case is linked to Building Permit. 2.Address is updated in Building Permit case. B.No Plat. 1.Land owner applies for a Building Permit. 2.Addresser reviews the Lot Layout Plan or Infrastructure Plan to see if a new address is needed. 3.Address case is created. Infrastructure Plan and Proposed address(es) are attached to the case. 4.GIS completes their checklists and sends back a map of the proposed address with address in place. 5.Addresser communicates new address to all billing and addressing associated entities (Post Office, County, Utility companies, Fire, Police, Emergency Response etc.) 6.Addresser communicates new address to applicant, including notification to talk to the Post Office about box placement. 7.Address is updated in Building Permit cases. CLUSTER BOX UNITS As of January 2018, Cluster Box Units are the approved method for new businesses and/or residential developments. 1.Contact the local postmaster in the early planning stages of community development, redesign or new home construction to ensure all options are provided and mailboxes are installed in an approved location. 2.The purchase and installation of these units are the responsibility of the developer, contractor, homeowners association or homeowner. ADDRESS SIGNAGE New and existing building shall have approved address numbers, building numbers or approved building identification placed in a position that is plainly legible and visible from the street or road fronting the property (2009 IFC 505.1). 1.Numbers shall: a. contrast with their background b.be Arabic 3 | Page c.Numbers shall be a minimum of four (4”) inches high and with a minimum stroke width of half (0.5”) inch. d.Building Numbers shall be twelve (12”) inches in height and a contrasting color. (See 3.02.140.2.) 2.Private Road. Where access is by means of a private road and the building cannot be viewed from the public way, a monument sign, pole or other signage shall be used to identify the structure. 3.Multiple Addresses on a Single Driveway (See 3.05.110.B.1.) a.Multiple Addresses. Where multiple addresses are required at a single driveway, they shall be mounted on a single post and additional signs shall be posted at locations where driveways divide. 4.Posting of Address - Construction. Address should be posted on the property before construction begins and maintained thereafter. (3.05.110.B.2.) Right-of-way a.. No sign may be placed or constructed so that any portion thereof is placed or projects into any public right-of-way(3.05.110.A.1). b.Sight Triangle. For the purpose of ensuring reasonable visibility and safety this Ordinance shall prohibit the placement of signs within the sight triangle (3.05.110.A.2). 5.Mailbox. In addition to address posting on a structure, address numbers shall be posted on the mailbox. 6.Conditions of Occupancy. Addresses shall be in place and appropriate signage displayed prior to issuance of Certificate of Occupancy. 7.Location of Numbers on a Structure (See 3.05.110.B.3) a.Address Signs.
