Dyer, PE Date: May 1, 2008 Re: Comments on Preliminary Plat for Pine Brook Estates Division 2 My apologies that I will be late to our meeting tonight. I do have some comments on the material submitted for the proposed subdivision. Since it is a very large subdivision and the first in this new area of northwest Rexburg, I personally feel it is important that the planning for the subdivision be thorough and detailed as it will set the tone and the precedent for development of that general area. I have a few concerns that I would like to raise for discussion purposes. 1. The application was very brief and in my mind incomplete. For example under the "Items for Consideration" there are a number of items to be considered and there is no input from the applicant about them. Normally one would expect some type of narrative or as a minimum a brief statement after each of those items to see how the proposal may (or will not) create an impact. For example, there is no information to understand how many people will be in the subdivision, what the impacts will be on the schools, how much traffic will be coming out at the points of connection, etc. 2. Next, I am concerned with the layout of the subdivision itself. At the time of annexation we were led to believe - and there was considerable discussion with elected officials, the public, and the developer - that there would be clustering and open spaces. I see that Lots 13 and 14 of Block 6 have been set aside for open space and that's it. There isn't any evidence of clustering or where other usable open spaces will be for the large population that will eventually be served by this sizable subdivision. There was quite a bit of discussion about this at the annexation stage. It was clear that the neighbors wanted to see something other than a sea of houses and my recollection is that the developer indicated that he would make an effort to this end. I do not see that in the plat presented. Further, elected officials made a point of looking forward to open spaces and clustering to make this an attractive development in the rural setting. Remember that the residents of Hibbard were quite concerned that the rural character of their area be maintained and that this was one way that could be accomplished. The developer made specific commitments to having green and open space during the annexation hearing and it does not appear that this has been factored in to the proposal. 3. Traffic was a major issue and discussion at the annexation stage. For example, Lots 6, 7, and 8 of Block 7 might be a great location. 9. 1 agree with Gary's assessment that several of the lots may have limited building area which is something that should be explored at this preliminary plat stage. There probably is more if I had further time to study and respond. I feel that with the size of the proposed subdivision, its potential for impacts on area, the fact that it is the first and a very large subdivision in this northwest quadrant of Rexburg, and there many unanswered questions remaining after reviewing the application materials, then perhaps the best action might be to table a decision on this proposal until more is known. 3
