E R S Page 2 of 28 Summerfield PUD, Traffic Impact Study Rexburg, Idaho INTRODUCTION AND SUMMARY Purpose of Report and Study Objectives The purpose of this traffic study is to identify the traffic impacts associated with the proposed Summerfield development on the existing road network. The study objectives are to describe the development, define the study intersections, estimate trip generation and distribution for the site and adjacent developments, analyze 2008, 2020 and 2025 AM and PM peak traffic conditions, describe the traffic impacts of the site under 2008, 2020 and 2025 conditions and recommend improvements to mitigate traffic impacts. Executive Summary Site Location and Study Area. The Summerfield development is planned to be located between Highway 33 and 1000 South on 2000 West in southwest Rexburg, Idaho. The study intersections include 2000 West/Highway 33, 2000 West/1000 South, 2000 West/University Blvd, 3000 West/1000 South, as well as the project accesses. Development Description. The Summerfield development consists of 505 single family units. The surrounding land uses consist of scattered single family homes and agricultural land. The site proposes three project accesses, one on 2000 West and two on 1000 South. Principal Findings. At build -out, the Summerfield is expected to generate an average of 4,613 new daily weekday trips with 363 during the AM peak hour and 460 during the PM peak hour. The future planned High School and Elementary School in the area are expected to generate an average of 1,192 vehicle trips in the AM peak hour. The future senior housing development is expected to generate an average of 1,180 new daily weekday trips with 61 during the AM peak hour and 95 during the PM peak hour Without the project, the studied intersections will continue to operate at LOS C or better. By the year 2025 with the project traffic and the Elementary School and High School traffic the intersections will operate at acceptable LOS C or better, except the intersection of 2000 West/School Back Access will operate at LOS E in the AM peak hour. Conclusions and Recommendations. The roadway and intersection improvements listed below will substantially mitigate the impacts and provide adequate traffic safety and operations for the roadway network. The following mitigations are recommended: 1.) The intersection of 2000 West/1000 South should be reconstructed with a separate left turn and shared thru-right turn lane in the eastbound and northbound approaches. The southbound approach should be reconstructed with separate left turn lane, thru lane, and right turn lane. As recommended in the Madison School District Traffic Impact Study, the intersection of i 2000 West/University Blvd should be reconstructed as a signal or a single lane roundabout. The intersection does not warrant a signal for peak hour traffic, but may meet the school crossing warrant. A roundabout will continue to promote traffic calming for the area around the High School. The Summerfield project contributes 14 percent of I the trips using the intersection. I 3.) The intersection of 2000 West/School Back Access should be constructed with a separate northbound left turn lane and southbound right turn lane. 4.) The intersection of 2000 West/Access #1 should be constructed with a separate northbound left turn lane and southbound right turn lane. 5.) The adjacent land use consists of scattered single family homes and agricultural land with a future High School and Elementary School to the south. Site Plan and Access The site proposes one access on 2000 West and two accesses on 1000 South (see Figure 2). Highway 33 is a two lane road with separate left, thru and right turn lanes. 2000 West is a two lane road with one left turn lane and one shared thru-right turn lane in each direction. E: 7 r 3; Figure 7: Studied Intersections Land Use Currently the area around the proposed Summerfield development is largely agricultural with scattered single family homes. Site Accessibility As shown in Figure 7, the proposed development will have one project access on 2000 West and two project accesses on 1000 South. 2000 West runs north/south and provides connections to Highway 33 and University Blvd. ANALYSIS OF 2008 CONDITIONS Existing Volumes Traffic counts for the AM and PM peak hour were performed for the study intersections on March 26 — April 3, 2008. This count data can be found in the Appendix. HORROCKS Inn P. N G I v 1 IL R 9 Page 9 of 28 Summerfield PUD, Traffic Impact Study Rexburg, Idaho Study Intersection Level of Service Level of Service (LOS) is a term used by the Highway Capacity Manual (HCM) to describe the traffic operations of an intersection, based on congestion and delay. LOS ranges from A (almost no congestion or delay) to F (traffic demand is above capacity and the intersection experiences long queues and delay). LOS C is generally considered acceptable for rural intersections. LOS D is acceptable for urbanized intersections. LOS E is the threshold when the intersection reaches capacity. Table 1 summarizes LOS delay criteria for stop controlled movements at unsignalized intersections. Table 2 summarizes LOS delay criteria for signalized intersections. EXISTING CONDITIONS For this report, the LOS for each intersection was calculated using the Synchro/SimTraffic 7 software package. The following table summarizes the existing conditions LOS for the study intersections during the AM and PM peak traffic hours. The volumes are shown in the following figure. PROJECTED TRAFFIC Project Site Traffic Forecasts Trip Generation. The Institute of Transportation Engineers' (ITE) Trip Generation manual, 7th Edition was used to calculate new trip volumes. Trip Distribution. The trip distribution was calculated based on the existing traffic counts and assumed travel paths. The trip distribution and PM peak hour project traffic volumes are shown in Figures 9 and 10. Senior Housing Traffic Forecasts The following table summarizes the trip generation for the senior adult housing project located in the northeast corner of the site; this project will be constructed under a separate developer. This project will connect to Access #1 of the Summerfield project and thus will not be built until after the access is constructed. This growth was based on output from the traffic model developed for the Madison County Transportation Plan and the Madison School District Traffic Study. Traffic growth was determined by comparing model output for the Base 2004 conditions with the 20 -year forecast. An average of the area was used. The traffic volumes in 2020 without the project are shown in the figure below. Based on the traffic growth projections described above, a traffic operations analysis of the future 2020 traffic conditions was performed. It was assumed that the Madison Elementary and High School would be built by the year 2012; these trips were added to the background traffic. It was also assumed that the senior adult housing was built in 2020 and these trips were with the project traffic. With the construction of the schools the intersection of 2000 West/University Blvd was assumed to be reconstructed into a four legged intersection with a left turn lane and shared thru-right turn lane on the north, south and west approaches. On the east approach it was assumed that there would be a shared left-thru lane and a separate right turn lane. This was assumed to be an all - way stop intersection. An additional intersection will also be constructed on 2000 West as a back access to the school. The LOS D at this intersection of 2000 West/School Back Access represents the exiting vehicle movement only (10 vph turning left). 2025 Level of Service The rate for traffic growth to 2025 was assumed to be 1.7 percent. Based on the traffic growth projections described above, a traffic operations analysis of the future 2025 traffic conditions was performed. The traffic volumes in 2025 without the project are shown in the figure below. The LOS E at this intersection of 2000 West/School Back Access represents the existing vehicle movement only (10 vph turning left). If the delay become too long for vehicles to turn left onto 2000 West they will be re-route to the front access where the delay is lower. Mitigations Improvements were made to increase the capacity of the roadway network. The following mitigations are recommended when the schools and the project are at build out. 1.) The intersection of 2000 West/1000 South should be reconstructed with a separate left turn and shared thru-right turn lane in the eastbound and northbound approaches. The intersection of 2000 West/University Blvd will operate under acceptable conditions under both the 4 -way -stop and the roundabout configurations. 2000 West/University Blvd Trip Distribution The impact to the intersection of 2000 West/University Blvd was evaluated by Average Daily Traffic (ADT) generated by the project and the Elementary School and High School that used the intersection. The project will generate approximately 1,500 ADT in the AM peak hour and 1,800 ADT in the PM peak hour that will travel thru the intersection. The schools will generate approximately 10,500 ADT in the AM peak hour and 3,900 ADT in the PM peak hour that will travel thru the intersection. CONCLUSIONS AND RECOMMENDATIONS The Summerfield development is planned to be located between Highway 33 and 1000 South on 2000 West in southwest Rexburg, Idaho. The study intersections include 2000 West/Highway 33, 2000 West/1000 South, 2000 West/University Blvd, 3000 West/1000 South, as well as the project accesses. The Summerfield development consists of 505 single family units. The surrounding land uses consist of scattered single family homes and agricultural land. The site proposes three project accesses, one on 2000 West and two on 1000 South. At build -out, the Summerfield is expected to generate an average of 4,613 new daily weekday trips with 363 during the AM peak hour and 460 during the PM peak hour. The future planned High School and Elementary School in the area are expected to generate an average of 1,192 vehicle trips in the AM peak hour. The roadway and intersection improvements listed below will substantially mitigate the impacts and provide adequate traffic safety and operations for the roadway network. The following mitigations are recommended: 1.) The intersection of 2000 West/1000 South should be reconstructed with a separate left turn and shared thru-right turn lane in the eastbound and northbound approaches. The southbound approach should be reconstructed with separate left turn lane, thru lane, and right turn lane. 2.)
