2004 ANNEXATION PLAN
March 31, 2004
In accordance with Idaho Code Title 50-222, 5.a.b.iii, the City provides the following information
pertaining to the parcels shown and numbered on the attached map (Attachment A):
It is proposed that the City of Rexburg would annex several areas into the City. All of these areas are
petitioned annexations by the property owners.
The extension of infrastructure to these areas has already been started and/or completed and the
City anticipates servicing all new developments in the area with municipal services as soon as is
practicable.
Water service is already extended to the Stonebrook Subdivision on 7th North Street. Water and
Sewer services have been extended south on 5th West Street to the Rocky Mountain Way
Subdivision. Water service on the South Yellowstone Highway has been extended to the Wilcox
Subdivision and is immediately adjacent to petitioned properties. Sewer service is located
approximately 1,900 ft to the south.
Parcels included in this plan are as per the map labeled as "Attachment A".
(a) Tax supported municipal services to be provided to this newly annexed area include police,
fire and other city services including snow removal, public works and planning and zoning
services.
(b) Changes in the rate of taxation are described on the attached flyer "Annexation in the City of
Rexbur "
(c) Fee supported City services, including water and sewer are approximately 1,200 ft to the
west of parcels 1, 2 & 3 on 7N North Street. Parcels 4 & 5 have access to City services
immediately adjacent to property frontages.
(d) There is very little impact to other local government taxing districts outside of the Fire
Protection District. This impact is approximately $60.04 per $120,000 of taxable value.
(e) Proposed zoning in annexed lands is defined as follows:
a. Parcel 1 -Low Density Residential 1(LDR1)
b. Parcel 2- Low Density Residential 1 (LDR1)
c. Parcel 3- Low Density Residential 1 (LDR1)
d. Parcel 4 -Medium Density Residential 1 (MDR1)
e. Parcel 5 -Highway Business District (HBD)
If you have any questions that you feel we may answer, please do not hesitate to call. We would also
greatly appreciate input at the public hearing that might assist the City in transitioning this area to
best meet the long terms needs of its existing and future residents.

relatively small: $178.66/year on a
$120,000 home.
2) City property taxes are only 22.9% of all
property taxes and you will pay about 23%
more than before.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN, that a Public Hearing will be held before the City Council of
the City of Rexburg, Idaho, Wednesday, June 02"d, 2004, at 8:00 p.m., in the City Council
Chambers of the City Building at 12 North Center, Rexburg, Idaho, regarding annexation and a
zone change from Madison County zoning to Rexburg zoning.
These properties are primarily located in Three (3) areas within the Rexburg City Area of
Impact, Madison County, Idaho, and are described as follows on the Annexation Map dated
March 31, 2004:
Annexation Area 1:
Annexation area includes three parcels not already annexed lying east of the City Limits on 7d'
North. Water and sewer services will need to be extended to annexation parcels. Future road
development will be as per the City transportation plan as coordinated with Madison County.
These three parcels are petitioned annexations.
Parcel numbered on the Annexation map as follows: Area One (Parcels 1, 2, & 3)
Proposed Rexburg City zoning for this parcel is: Low Density Residential (LDRI)
NOTE: "In the Planning and Zoning Hearing on May 06tn,
the Commission recommended the following Zoning
for these three parcels".

running thence North 89031'43" East 164 feet; thence south 0°W 348.92 feet to the north bank
of the South Fork of the Teton River; thence S56055'32"W 183.92 feet along the North bank
of the South Fork of the Teton River; thence NI 01514711W 448.05 feet to the point of
beginning.
Parcel 3
A portion of the Nl/2NE1/4 of Section 20, Township 6 North, Range 40 E.B.M., Madison
County, Idaho, described as: Commencing at the NE corner of said Section 20, and running
thence S89°31'43"W 1,233.73 feet along the section line to the true point of beginning; thence
S8903 1'43"W 356.29 feet along the section line; thence SO°00'00"E 348.92 feet, more or less,
to the centerline of the South Fork of the Teton River; thence N56°55'32"E 230.95 feet along
said river centerline; thence S78°35'05"E 166.04 feet along said river centerline; thence
NO°00'00"E 258.68 feet, more or less to the point of beginning.
Annexation Area 2:
Area includes a single parcel at 863 South 5`s West. Water and Sewer Services are already
available to the proposed parcel. The parcel is two parcels beyond the City limits on South 5u'
West. The parcel fronts City streets and has access to municipal police and fire protection. This
parcel is a petitioned annexation.
Parcel numbered on the Annexation map as follows: Area Two (Parcel 4)
Proposed Rexburg City zoning for this parcel is: Medium Density Residential (MDRI)
The Legal description is follows:
Parcel 4
Commencing at a point 1192.0 feet south of the Northwest corner of Section 31,
Township 6 North, Range 40 E.B.M., Madison County, Idaho, and running thence east
402.0 feet to the west bank of the Rexburg Irrigation Company Canal; thence
S44°15'5"W along said Canal bank 161.94 feet more or less, thence west 289.0 feet;
thence north 116.0 feet to the point of beginning.
Annexation Area 3:
Area includes two adjoining Parcels at the City Limits on the South Yellowstone Hwy south of
Taylors Chevrolet. Water service has already been extended to the south of this property along
the South Yellowstone Hwy to the Wilcox Subdivision. The sewer service is located
approximately 1,900 feet to the south of this area. These two parcels are petitioned annexations.
Parcels are included on the Annexation map as follows: Area Three (Parcel 5)
Proposed Rexburg City zoning for these parcels is: Highway Business District (HBD)
The Legal descriptions are as follows:
Parcel 5
Commencing at the northeast corner of the Southwest Quarter of the Northeast Quarter
(NE, SW, NE) of section Thirty-six (36), Township Six (6) North, Range Thirty Nine
(39) East, Boise Meridian, in Madison County, State of Idaho, and running thus South
624.53 feet, thence West 1,040 feet; thence N29°14'36"E 709.28 feet; thence
N89032'01"E 693.52 feet to the point of beginning.
At such hearing the City Council will hear all persons and all objections and recommendations
relative to such proposed approval. The City Clerk will also accept written comments at City
Hall prior to 4:00 p.m. on June 01, 2004.
This notice is given pursuant to the provisions of Section 67-6509 and 67-6511 Idaho Code, and
all amendments thereof.
