Dear Property Owner (this is a place holder for mail merge):
This letter is to inform you that the City of Rexburg plans to start general improvements to the street adjacent to your
property in the upcoming year as part of a Local Improvement District (LID). In addition to the street repair, the City
Engineers assess water, sewer, drainage, sidewalk, curb, and gutter on properties for compliance to City ordinances
and Federal Acts helping bring the property up to code. The City of Rexburg began using LIDS in 1910. The
installation/repair/reconnection of water, sewer, sidewalk, drainage, landscape, curb, and gutter is the responsibility
of the adjacent property owner.
Property owners have the choice to use their own contractor to install/repair the sidewalk and driveway if
improvements are required. Before concrete is removed, the site must be inspected by the City of Rexburg Engineering
Department to determine areas eligible for reimbursement, discuss drainage, and ADA requirements. LID
improvements can cover several streets causing projected start time to differ with each property. The earliest start
time could be in April of the following year.
Payment for improvements are not due until all of the work is completed for the entire LID and the City Council has
met to adopt the ordinance confirming the assessment roll. The City provides multiple payment options:
1. The property owner may choose to pay the balance in full at anytime up until 30 days after adoption of the Final
Assessment Roll on the LID.
2. The property owner may finance the improvement, generally over 10 years, making payments annually at the
end of each anniversary of the adoption date of the ordinance confirming the final assessment.
a. If the property owner has City of Rexburg utilities, then the property owner may finance the improvements
making payments monthly to a liability account, which will be applied to invoices annually.
The City explains LIDs, what criteria is used to determine if an area needs improvement, and other pertinent questions
regarding LIDS on the following website:

The City of Rexburg will not have a
- cost estimate for each property owner
until the City engineers have an
opportunity to assess each property,
which is expected to be completed by
the end of this year. LID costs will
vary from property owner to property
owner depending on the
improvements needed. Historically,
LID costs have ranged from $2,000 to
$15,000. If the property owner has
City utilities and elects to finance the
LID work over 10 years through the
City, then LID monthly payment
could range from an approximate
average of $20 to $150 monthly.
