Chiller Building Addition
To Whom It May Concern: The following comments apply to the April 2, 2008 Chiller
Building Addition Review Action comments received from the city of Rexburg. All
comments received from the City are printed in italics.
Water and Sewer Drain Review:
All plumbing services are required to be tested and inspected before covering.
All testing for storm water and sewer drain will be done in the field.
Plumbing Sewer Drain Review
1. All indirect drains are required to discharge to an approved indirect waste receptor.
Floor drains are not approved as indirect waste receptors
2. The combination waste and vent system is undersized. Please make proper
adjustments and resubmit plans with proper sizing:
1. All indirect wastes discharge into appropriate cast iron or stainless steel receptors.
Floor drains are used only out in the flat of the floor for vagrant water and all have
trap primers.
2. The combination waste and vent system on Sheet P101 is undersized between grid
lines F & G, and just east of gridline 1.2. At this point the 6" line connects to a
smaller 4" line. This is a mistake in the drawings; the 4" line should also be a 6"
line. This will be corrected on our drawings.
There are four points of indirect waste:
• For the pit sump pump discharge
• For the cooling tower filter backwash discharge
• For the cooling tower bleed acceptance
• For the sink in the cabinet at the west wall
Plumbing Potable Water Review:
1. All water lines that are not used for potable water are required to be labeled as
required by the Uniform Plumbing Code.
2. All water lines are required to have the proper Backflow prevention devices
installed, tested and inspected as required by the Uniform Plumbing Code.
1. Spec Section 22-0553 part 2 paragraph 2.1 states that all campus piping will be
painted and labeled.
2. Backflow prevention is anticipated. If we need more, we can easily add them
wherever the City wants. Currently we are taking water from lines in the existing
plant, which already have backflow prevention devices.
Plumbing Storm Drain Review:
All storm water piping is required to be tested and inspected before covering.
All testing for storm water piping will be done in the field.
BUILDING DEPARTMENT REVIEW
Energy Conservation Compliance Review:
The plans show 2 "of rigid insulation on walls. Usually we associate R5 for each inch.
The energy review identifies R15. R30 is shown on energy. Identify thickness of
insulation to equal R30.
Because of the limited wall types offered in COM check, the actual wall is different
from the wall type listed in COM check. The outside walls exceed an R-15 at R-16.5
+/-. The insulation in these areas is a poly-isocyanurate, which offers an R -value of
6.25 per inch. The R-30 shown on the energy review is for the roof only.
FIRE DEPARTMENT REVIEW
Alarm Systems:
Submit plans to the City of Rexburg for approval. Plans are required to be approved
before any working on the fire alarm system.
Per sheet E7.0, system expansion notes B.4- Fire alarm contractor needs to submit shop
drawings to the city for fire department review.
Automatic Fire Extinguishing Systems:
Submit automatic fire sprinkler plans to the Sate Fire Marshall for approval. All plans
are required to be approved before work begins on the fere suppression system.
The fire suppression system is a design/build contract. The contractor will submit
automatic Fire Sprinkler plans before work begins on the fire suppression system.
Fire Extinguishers:
Fire extinguishers are required for this occupancy. Please install all fire extinguishers
prior to final f re inspection. Install according to the 2006 edition of the International
Fire Code and NFPA.
Specification 10 4416 shows the fire extinguisher requirement. Sheet A101 shows the
fire extinguisher location. There are 6 in the building and 2 in the service yard.
Fire Apparatus Access:
Plan does not meet with D105 of the 2006 fire code
1. New (addition) building -The required accesses per D105.1, D105.2, D105.3 are
provided.
2. Existing building- D 105.2 & D 105.3- The requirement has not been fully met for
the existing central plant; however, the narrowest portion of the south fire access is
23 ft and reasonable maneuvering spaces are provided.

Existing Hydrants:
Plan does not address hydrant location. According to GIS an additional hydrant may
be needed. Oje—

Hydrant Flows Provided/ Required Fire Flow:
Submit hydrantflows. Required Fire Flow -2750 gpm. Required to have 3 hydrants
within 400 ft.

PLANNING STAFF REVIEW
Development Standards Review:
Building needs to incorporate horizontal band or similar element that will reduce the
scale of the building. Band should be of different color and or material from the
overall wall.
The horizontal band is not recommended since the existing building has no horizontal
bands and the addition is directly connected to the existing building. The band will
create the visual conflict between the new and existing building.
Development Standards Review:
No mechanical equipment can be visible from public right of way. Please provide
evidence that this will not occur. This includes rooftop equipment as well as any
ground equipment.
The top portion of the cooling tower can been seen. The visual distraction is very
minimal compared to the mechanical equipment on the existing building. Additionally,
the building does not face a public right of way.
BUILDING ADDITION
Development Standards Review:
Provide landscaping that will further screen or reduce scale of proposed walls. Of
particular concern are the north and northwest walls. See site plan review notes for
recommended minimum plant sizes.
The west wall of the existing building is tall and massive; however, landscape elements
cover the wall and soften the appearance of the wall's size. The same method will be
used for the new wall..
Please see the following images for examples of current landscaping, visibility of
mechanical equipment, and building materials that do not include horizontal banding.
The rendering does not include planting for clarity purposes.
Approved Site Plan:
Need landscape plan showing location and type ofplants to be used.
See attached landscape drawings. Hard copies of the Landscape drawings will be brought to
the meeting scheduled for Friday April 25, 2008.

City Review
Dear Mr. Ferguson:
We have received and reviewed the site plan comments from the City of Rexburg for the
Chiller Building Expansion. Please see the following for our responses:
Fire Hydrant Locations and Fire Flows:
1. There is an existing city fire hydrant located approximately 45 feet from
the northwest corner of the existing heating plant. The location of this
hydrant will remain the same. The hydrant flow at this hydrant was tested
on September 19, 2006 and we found it to be 2,800 gpm @ 20 psi with a
static pressure of 80 psi.
2. There is a proposed fire hydrant just south of the proposed Auditorium and
located approximately 154 feet north of the northeast corner of the Chiller
Building F,xpansion. This line feeds off of the new 10" line that loops
around the Auditorium and ties into the cities exiting 12" water line.
Model simulation show flows greater than 2,000 gpm.
3. There is an existing fire hydrant located at the southeast comer of the
intersection of 151 West Street and West Campus Drive. This is located
approximately 344' from the southwest comer of the existing heating
plant. This fire hydrant feeds off a 6" line above and we anticipate flows
between 1,000 to 1,500 gpm.
Fire Lane Signage:
1. We can add fire lane signs as required per code to the south side of the
building.
