cited coupled with the listed code sections to determine the necessary revisions to achieve
code compliance. Revised construction documents are to be reviewed prior to permit
issuance with approval resting with the building official.
As is often the case, certain aspects of code compliance can involve interpretations and
judgmental decisions. It is important that you review these comments and worksheets and
contact us if you have any questions. This review is based upon and limited only to the
information which has been provided. When additional information is submitted in
response to the plan review comments, this Information can be resubmitted to ICC for
review, without an additional fee,

The project manual and addendums must be signed, sealed and dated by the registered
design Professional responsible for the work. Confirmation that the construction documents
have been prepared by a registered design professional who is recognized by the
professional registration laws of the State of Idaho is required.
The main floor of this building is arranged as a Chapel with its fixed pews and Rostrum
platform where the main worship and religious services are held. Accordion folding partitions
separate the end of the Chapel from the Overflow area and from the Cultural Center. The
Cultural Center can also be subdivided with accordion folding partitions. This space will be
used for indoor sporting activities and other general assembly functions. At the far end of
the Cultural Center is a stage Platform. The building also contains numerous large meeting
rooms such as the High Council room, Rooms 113 through 115 with their integral Serving
Area and Rooms 123, 134, 136, etc. All of these rooms, spaces and areas are classified as
Assembly Group A-3.

It appears that Rooms 141, 142 and possibly 140 will be used as "cry rooms" or as a child
care facility, but only during the worship and religious services. If so, these rooms are
considered as part of the main use and occupancy. If these rooms provide child day care
services outside of the normal church activities, then they must be classified as Institutional
Group 1-4. Further design information must be submitted for these rooms to determine the
applicable code requirements.
This building also contains various labeled and unlabeled partitioned offices, clerical rooms,
work rooms, etc. that will be used to conduct the business and administrative functions of
the church. These rooms and spaces are classified as Business Group B. The
nonseparated uses option will be used to evaluate the mixed use groups and occupancies
(A-3 and B) present in this building. Based on a full street frontage area modification
increase and the automatic NFPA 13 fire sprinkler system building area increase, the Type
VB construction specked on the drawings provides the necessary height and area
allowances for this building. Please see Comment No. 2 relative to the mechanical access
mezzanine. The 70' high noncombustible steeple does not add to the building's height in
terms of "feet".
The building contains various rooms labeled as Storage, Custodian, Fire Riser, Electrical and W
Material Center along with the spaces under the stage Platform and the mechanical access uy
mezzanine. These rooms and spaces must be considered as incidental use areas and mustv�(
be provided with the separation and protection specified by Table 302.1.1 and Section
302.1.1.1. The drawings indicate that a small one-story, enclosed, wood -framed storage
building / pump house and a small roofed -over, woad -framed picnic shelter will be remotely
located across the parking lot from the church. (106.1, 106.1.1, 106.2, 302.1, 302.1,1, Table

2. Drawing A1.2 indicates an extensive mechanical access mezzanine that runs along the three
sides of the Chapel / Overflow / Cultural Center rooms and directly corresponds to the exit
access corridor layout on the main floor. The mezzanine floor consists of 3/4" thick wood
structural panels and is approximately 4,186 square feet in area. This mezzanine greatly
exceeds the code's area limitation of 1/3 of the "room" containing the mezzanine, which is
the combined Chapel / Overflow / Cultural Center. The building official must evaluate and
determine whether this mezzanine is the second story of the building or whether further area
restrictions are required. (505.1, 505.2)

The mezzanine is served by only one unenclosed interior stairway that is accessed via Room
119. As a space with just one means of egress, the travel distance (including the catwalk
system located above the mezzanine) greatly exceeds the code's common path of travel
limitation. Another remotely located means of egress stairway must be added that provides
two distinct paths from all parts of the mezzanine. Since the mezzanine is not open to the
"room" below, one of the means of egress must be an enclosed interior exit stairway in
accordance with Exception No. 2 of Section 505.4. Revised drawings are required. (505.3,
505.4, 1013.3)
The stage Platform located at the far end of the Cultural Center is shown with hanging
curtains that can be drawn, a proscenium -style face and concealed backstage areas. This
stage Platform must comply with the applicable stage provisions of Section 410. Full details
must be submitted to verify code compliance. (410)
4. The sports wood floor system shown in the Cultural Center appears to have concealed
sleeper spaces. However, fireblocking is IMot required in accordance with Exception No. 1
of Section 717,2.7. Typically, the code requires draftstopping in the enclosed attics and roof
spaces of buildings of combustible construction. Since this building is equipped throughout
with an automatic NFPA 13 fire sprinkler system, including the mezzanine and attic areas,
draftstopping is not required. (717.1, 717.2, 717.2.7, 717.4, 717.4.3, 903.3.1.1)
5, The flame spread and smoke -developed index ratings forthe proposed thermal- and sound -
insulating materials shown as batt insulation must be included on the drawings or in the
material specifications. (719.1, 719.2, 719.3)
Although Drawing A5.1, the F series of drawings and the material specifications contain the
appropriate details and requirements for the interior finish and trim within this structure, the
building official must verify code compliance of each individual finish, including the accordion
folding partitions. All curtains, draperies, hangings or other decorative materials must be
flame -resistant in accordance with referenced standard NFPA 701 and must be limited to
10% of the aggregate area of the walls and ceilings. (803.1, 803.2, 803.3, 803.4, Table

Although the FS series of drawings and material specifications have been submitted, full
working drawings and design calculations must be submitted for the automatic NFPA 13 fire
sprinkler system required in this building. The drawings and calculations must include
information on the sprinkler spacing and arrangement, water supply and discharge
requirements, size and equivalent lengths of pipes and fittings, water supply source, fire tank
and pump. Quick -response sprinkler heads are required as part of this system based on the
light -hazard occupancies present. Once construction documents are completed, a review
of the fire sprinkler system for compliance with the applicable standard can be performed as
part of ICC's comprehensive Sprinkler Plan Review Service. (106.1.1.1, 302.1.1, Table
302.1.1, 506.3, 901.2, 901.6.1, 903.2, 903.2.1, 903.2.1.3, 903.3.1.1, 903.3.2, 903.3.5, 903.4)
8. A commercial kitchen exhaust hood system may be required for the cooking appliances
located in the Serving Area. See the ICC International Mechanical Code/2003 for further
requirements. Design details and materials must be submitted for any dry -chemical or wet -
chemical range hood extinguishing systems required for Type 1 commercial kitchen exhaust
hood systems. (901.2, 904.2.1, 904.3, 904.11)
9. Since this building contains Group A-3 and B occupancies, NFPA 10 portable fire
extinguishers are required. The building official must approve the label, type and location
of the extinguishers. Although not required for plan review or permit application purposes,
portable fire extinguishers are also required for the building during its construction phase.
(906.1, Section 906 of the ICC International Fire Code/2003)
10. A manual fire alarm system is required and is provided in this building, The building official
is required by the code to approve all of the proposed devices, appliances and equipment
of the fire alarm system. The locations of all manual fire alarm boxes, detectors and alarms
are shown on Drawing F131.1. Visible alarm notification appliances are required in the public
and common areas of the building. Evidence must be submitted to ICC indicating that the
proposed audible alarm notification appliances have a sound pressure level of 15 CIBAabove
the average ambient sound level within the building. The minimum sound pressure level is
60 dBA. An approved supervisory station must be provided to monitor the fire alarm system.

11. Those rooms and spaces simply labeled as "Room" on Drawing A1.1 must be clearly
identified as to their anticipated use and occupancy to verify compliance with the code's
means of egress requirements. (106.1.2, 1004.1, 1004.3, 1005.1)
12. The non -carpeted walking surfaces of the means of egress, including the floors of corridors
and the treads and landing of the stairway, must be of slip -resistant materials. (1003.4,
1009.5.1)
13. The building official must approve for all "Exit" signs their location and placement, size and
color, Illumination and power source as well as the intensity of illumination and power source
for all artificial means of egress lighting, "Exit" signs must be located such that the building
occupants are not more than 100' from the nearest visible sign in exit access corridors.

14. Doors 302A, 303A and 304A must each have a clear width of at least 32" since each storage
room they serve is 10 square feet or greater in area. Revised drawings are required. The
means of egress doors within the building must be readily openable from the egress side
without the use of a key or special knowledge or effort. Details of all door hardware
(including opening forces, mounting heights, locks and latches) must be shown on the
drawings to verify code compliance. Any electronic locking of the means of egress doors
must be in accordance with the code's provisions for access -controlled doors or for delayed
egress locks.
Pages 2, 4 and 5 of Specifications Section 080601 refer to both dead bolts and flush bolts
for Group 1, 50 and 50A hardware sets. Specifications Section 087103 also refers to both
dead bolts and flush bolts as does Addendum No, 3 for a Group 10 hardware set. Manually
operated edge- or surface -mounted bolts are only permitted on the inactive leafs of pairs of
doors serving storage or equipment rooms.
The main interior egress doors from the Chapel / Overflow / Cultural Center areas and the
main exterior egress doors from the building must be equipped with approved panic and fire
exit hardware. Details of the panic and fire exit hardware must be submitted along with
opening force requirements to verify code compliance. Revised drawings are required.

15. Detail Pon Drawing A7.2 indicates 7-3/4" high risers for the mechanical access steps versus
the code specified maximum of 7". Revised drawings are required. (1009.3)
16. Sections F and Ron Drawing F2.2 indicate non -circular cross sections for the handrails for
the ramp. The handrails must be revised to conform with the non -circular perimeter limits
specified in the code. (1009.11.3. 1010.1, 1010.8)
17. Detail P on Drawing A7.1 indicates a 36" height for the "attic railing". Guards along open -
sided walking surfaces are required to be 42" high. The railing at the front edge of the
Rostrum platform is also not 42" high. The building official must review and evaluate the
appropriate height for this specific guard. This guard must be of adequate strength and
attachment as required by Section 1607.7. (1012.1, 1012.2, 1607.7)
18. Accessibility for persons with physical disabilities to all spaces of this building is required.
Accessibility is not required for individual employee work areas or equipment spaces (such
as the mechanical access mezzanine) frequented only by authorized personnel. Accessible
routes must be provided to all spaces of this building, including the stage Platform and the
front of the baptismal Font. At least 50% of the entrances to this building must be
accessible. At least one entrance serving each public access point must be accessible.
Signage must be posted at each non -accessible entrance indicating the location of the
accessible entrances. Drawing SD1.1 indicates a sufficient number of accessible parking
spaces based on the total number of spaces shown in the parking lot. Verify that the
accessible parking space complies with the size requirements of referenced standard ICC
A117.1. (1101.2,1103,1, 11 D3.2.3,1103.2.9,1104.3,1104.4,1105.1,1106.1, Table 1106.1,
1110)
Based on the design occupant load of 235 for the Fixed pews in the Chapel, at least 5
accessible wheelchair spaces are required versus the 4 currently shown. It appears that an
accessible seat can be provided directly adjacent to the raised tiered seating areas of the
Rostrum platform. It also appears that an accessible dining space can be provided in
Rooms 113 through 115 with their integral Serving Area. Assistive listening systems have
been indicated as being provided.

Each of the three toilet rooms labeled Women and each of the two toilet rooms labeled Men
must have at least one of each type of fixture or element accessible. In addition, two single
occupant Rest Rooms are indicated. One of these must be labeled as the required
accessible unisex toilet room while the other must also have at least one of each type of
fixture or element accessible since it does not serve a single private office. Verify that the
required accessible fixtures in the toilet rooms comply with the size requirements of
referenced standard ICC Al 17, 1. Verify that 50% of the required drinking fountains are
accessible. Although not part of this plan review project, this building and its elements must
comply with referenced standard ICC A117.1 and all other federal, state and local

19. The drawings Indicate that the unconditioned attic spaces will be provided with ridge vents.
These spaces must have adequate cross ventilation. The net free ventilating area provided
by all soffit and ridge vents must be shown on the drawings along with the minimum required
ventilating area. Revised drawings are required. (1203.2)
20. The Design Criteria listed on Drawing 51,0 refers to the ICC International Building
Code/2006 versus the code of record, the ICC International Building Code/2003. The design
loads and other pertinent information concerning the structural design of this building have
been clearly indicated on the construction documents for all of its components as required
by the code. There appears to be a discrepancy between the mapped spectral seismic
accelerations and the calculated design spectral response accelerations shown on Drawing
S1.0 versus those shown on Page 2 of the submitted structural design calculations. The
drawings and calculations must be reconciled. Detailed structural drawings and structural
design calculations have been provided. However, calculations have not been included for
the small one-story, enclosed, wood -framed storage building / pump house and for the small
roofed -over, wood -framed picnic shelter remotely located across the parking lot from the
church. As you know, this information is essential and must be provided for review prior to

21. The proposed work depicted on the drawings is subject to the code's special inspection
provisions. Although Drawing S1.0 contains general notes, a statement must be submitted
with the permit application including a complete list of the materials and work requiring
special inspections, the inspections to be performed and a list of the individuals, approved
agencies and/or firms intended to conduct the inspections. (1704.1, 1704.1.1, 1704.2,
1704.4, 1704.5, 1704.6, 1704.7, 1705, 1707, 1708, 1709)
22. Page 1 of Specifications Section 032100 lists the 1983 version of referenced standard ACI
318 for the proposed plain and reinforced concrete materials versus the 2002 edition that
is specified in the code. The design/construction standard referenced in the code for the
proposed masonry materials must be specified on the drawings or in the material
specifications. The specific cold -weather and hot -weather curing protection methods for the
proposed concrete and masonry materials must be specified on the drawings. General Note
#7 on Drawing A1.1 and Detail H on Drawing A7.1 indicate that a vapor retarder will only be
placed under the sports wood floor system in the Cultural Center. A vapor retarder is
required between all of the concrete floor slabs -on -grade and the base courses or
subgrades. A complete description and thickness of the materials intended to serve as the
required vapor retarder and the applicable installation details must be submitted to verify
code compliance. Revised drawings are required. (1901.2,1908,1911.1,1905.12,1905.13,
2101.2, 2104.3, 2104.4, Chapter 35)
23. Drawing S1.0 indicates the possible use of prefabricated wood i -joists. The building official
must verify that the structural capacities and design provisions for the prefabricated wood
1 -joists were established and monitored in accordance with referenced standard ASTM
D5055. Details must be included for any lateral restraint or bridging required for the wood
1 -joists. (2303.1.2)
24. The prefabricated metal -plate -connected wood roof trusses indicated on the drawings must
be designed in accordance with referenced standard TPI 1. Shop drawings and structural
design calculations must be submitted and include all of the information required by the
code. The minimum roof snow load must be 45 psf with a 20 psf bottom chord live load for
the roof trusses. The shop drawings and structural design calculations must be signed,
sealed and dated by the registered design professional responsible for the work. Details
must be included for any required bracing and roof tie -downs based on the applicable wind

25. Although the referenced standard is noted in Specifications Section 088100, all glazing in
the doors, in the sidelites and in all other specific hazardous locations must be of safety
glazing quality and must pass the test requirements of referenced standard CPSC 16 CFR
1201. Evidence of the same must be submitted to the building official. (2406.1.1, 2406.2,
2406.3)
26. The foam plastics Intended for use as foundation insulation must meet the code's surface- a
burning characteristic limits and must be labeled. Evidence of the same must be submitted
to the building official. The foam plastics must either be prescriptively installed in
accordance with the code's requirements or documented by special approval. (2603.2,
2603.3, 2603.4, 2603.8)
