HomeMy WebLinkAboutMEETING MINUTES 7.28.2020 - 19-00467 - 98 Marigold St - Add Lots to Mill Hollow Community City of Rexburg Planning and Zoning 35 North 1st East Rexburg, ID 83440 Phone (208) 359-3020 July 28, 2020 Attendees Staff: Alan Parkinson, Keith Davidson, Bret Stoddard, Will Klaver, Tawnya Grover Applicant: Husk Crowther; Lindsay Terri, Mike Hampton Address: 98 Marigold – Mill Hollow Mobile Home Community LOT 1: Scenario #1 Comprehensive Plan: Low-Moderate Density Residential Zone: Medium-Density Residential 1 (MDR1) Roads, Fire Access Requirements and Utilities need to be determined today. Roads: The original plan showed an addition of eight homes with a road coming in from the east side on south Lupine. The road was pretty narrow there. Potentially, the access road could come in now at Bluebell or Holly Street. Cul de sac will be needed for distances greater than 150’. What is the width of the street? Minimum is 24’. Some rough measurements were taken if the access was at Bluebell. 127’ to the north and over 150’ to south. There is about 170’ east to west from trailers to trailers. Could come off of Holly and go north with a cul de sac at the north end. Garbage: Garbage is all 90 gallon cans. The community management could have residents move their garbage cans down to an area next to Holly to be emptied with the garbage trucks. In the past, there were some dumpsters to service the area, but they have been replaced. Other people in the area were using the dumpsters. The dumpsters were traded for the 90 gallon cans. Garbage process will be determined by garbage truck access and design of the roads. Planning & Zoning: Sidewalk connectivity – how do we start on these decisions? Alan will communicate to Husk requirements for sidewalks. He wants to check with Stephen Zollinger, City Attorney, first. Parking is 2 stalls per unit. 10% area should be designated for snow removal. This is a private road and the Mill Hollow Community is in charge of snow removal. Building: New mobile homes will be moved in to the spaces and sold. Spacing between permanent structures needs to be 20’, including carports; less spacing requires fire rating. Driveways: A driveway can go in after the home has been placed. Water & Sewer: Who is the water purveyor and operator? Water is private and water purveyor needed. Holly Street has 8’ depth for sewer; this is the deepest point. Topography will determine slope. For water on south Lupine, if it loops in to the other lines, this would create better water flow, to reduce stagnant water. Need to meet fire flow requirements. Want to keep an area for the playground. CONCLUSIONS: • Design would need to be determined for roads, which will determine garbage process. • Alan will communicate to Husk requirements for sidewalks. • Keith will let Husk know the owner of the sewer.
