There are 183 spots now in HUD court, there will be 112. Double wide 60' lots with off street parking for 2 cars at each lot. Lift station with pressure system. Some lots 80'. Park with playground equipment and covered picnic area. He went to planning board. He had 1008 signatures of people with no protests. Traffic problems to be solved. He wants annexation. Morgan Garner moved that we proceed with hearing notice. Nile Boyle seconded all aye. The hearing will be set for July 6, 1977. Minutes -City Council - October 24, 1979 -Annexation of property New Business Dean Ricks presented a sub -division oof_,11fbuilding lots on 34 acres on property north of Mill }follow MSAftws Mobile H61M Court. This Will be joint venture between Palmer and Dean Ricks. The County Commissioners ar+9 cotnmitt o construct the Barney Dairy Road to U.S. Highway 26 via 3rd No 3rd East, and 4th North. Mr. Ricks would like to annex the props o Rexburg City with an R-2 zone. Sidewalks, curb and gutter, se lines, water lines will be part of proposed sub -division. A prelimina plat[ will be presented for the Ricks -Palmer Sub -division. Moved itey Brock, seconded by Alice Tout that the property be annexed to Reyxurg. Unanimous. Minutes - City Council -January 27, 1982 RE: DISCUSSION ON ADOPTING STREETS IN MILLHOLL014 OMMEM Mayor Porter said there had been a lot of controversy over the city removing the snow for a fee at Mill Hollow Meadows. When we adopted the plat for Millhollow AWb'deftl it was suggested that the road on the west end of the trailer court, Syringa, be made a public road. This was opened up so the people in the sub -division use this road as a public road. We cleaned the snow on Syringa and on the road on the east end of the trailer court, Lilac, and in between there and he is paying for it. Ne would like to give us that road. It is a 60 foot right-of-way and is 44 feet from curb to curb, so it fits the specification for a street in rexburg. He would also like us to take Lilac as a city street. Earl Kemp said they were built with good specifications. Nile Royle suggested that we take it under advisement for two weeks, that would give the council a chance to go up and look at it. Hearing On the annexation of the Gene Palmer property presently the Hud Ccmmunity Trailer Park. Mr, Gone Palmer gave his presentation and presented his Platt for the trailer court he Plans to put in at this location. Thu Platt shows larger spaces than the present court. Ther* would be spaces for approximately 112 trailer homes. He presented a restrictive covenent which he has adopted and assured the people that he would enforce these covenents. (Copies of these are on file in city Hall). Darwin Wolford road a letter written by Charles Frost protesting the location of a trailer court at the HUD court site. He feels that this Should be prime 8-I property and should be developed only an such. (letter on file). Kr. Wolford then read a letter presented by himself also protesting a trailer court in that location, lie doesn't want his view ruined by having to look down on a trailer court. He feels it should be strictly an R-1 some. Mr. Robert Lee read his letter protesting the ttailer court at this location. This site being close to schools, hospitals, parks, and churches should be R-1 sone. (letter on filo.) The question was asked if the City could refuse to supply water and sewer service to the trailer park if it was not annexed to the City. Gene Palmer stated that he had checked with attorneys on this subject and was assured that the City having given service for a Period of time, Could not stop those services. Mayor Porter also stated that the sewer lift station which was put in by MUD would have to be purchased by the City, should the city wish to withhold services; thin would be very costly. Councilman Barton Jenson stated that we now furnish water and sever Service to people living outside the city limits at a slightly higher cost. We could not refuse services to some while providing them for others. Barton Jensen stated that the purpose of this joint meeting of City Council and the plann- ing board was to get the recommendation of the planning board. The City will then make their decision. Ed Strobel expressed his opposition to a trailer court in this area. Chuck Yates stated that he had lived in Loa Vegas where there were beautiful Mobile Rome Parks and they in no way ruined the view of the residences near by. In fact the residential subdivisions and mobile home parks were side by side in perfect harmony. Mr. He Ginnis stated that homes will develop around the court with no problems. Bill Wagner would like to see the spurt developed and taken care of in the way that Mr. Palmer plans to. There is a need for a good trailer home park. We people living in trailer houses or mobile homes have as much pride in our home as you do. W1 Borney advised that ail those People keep saying this is R-1 property when it is not for the simple reason it is surrounded by cow, pasture and will continue to an that property is not for sale. Express's his approval of the mobile lame park. Bill Moss believes trailers bring in a transient type which they don't want. Be doesn't want to live by them. Juanita Bruce lives in a trailer house because she loot evorything In the flood. She was Very upset to think people looked down on her becuase of it. Terry Brunson expressed his anger that people aren't allowed to live In the kind of home they can afford. Everyone can't afford big homes on the hill. Jim Morris is not opposed to the court. Gwen Lee advises that there is such a hazardous road conditon there that the court shouldn't be left thero. it was pointed out that the hazardous road condition would be there regardless of whether their were trailer lames or homes are there. Donna Sanford stated that there Is already an overcrowded problem with the Adams school now and that court would increase that problem. Councilman Warren Porter stated that it was not the job of the city council to prohibit childrenl there will be an increase in children there whether they build homes in that area or have a mobile home park. M YOr Porter reported that a road from Darney Corner directly to North 2nd East Is being planned. This would help alleviate the traffic hazard. Robert Swartz opposed. Gordon Thatcher advised that homes in Rexburg are too high for young people Just starting out or old people. We can't refuse to let people live in Rexburg because they can't afford $65#000 homes. Robert DaBell apposed. Mayor Porter reported that the purpose for the hearing was to find out the feelings of the neighbors. The planning board must now make their decision and report to the City Council. The council will then make their decision. The hearing adjourned 10:30 P. M. Minutes —City Council —08.17.19- lR —1'I RE: HEARING: PALMER TRAILER COURT ANNEXATION Palmer Trailer Court annexation. Mayor Porter read the minutes of the planning board in which they recommended the annexation of the Gene Palmer nproperty and his proposed 3 phase plan for his mobile home park. Mayor Porter then asked the people for their ruling. He stated that a great deal of the opposition to the court was the present hazardous street. He advised that measures would be taken to correct this condition regardless of whether that is annexed or not. Councilman Nile Boyle moved the Palmer property be annexed and zoned R-3 as the planning board recommended. Councilman Morgan Garner seconded.
