My wife and I have lived in Rexburg for 15 years, and I grew up in Idaho Falls. I work at BYU-Idaho in the math department. * I strongly approve of issuing a mandatory face covering mandate for all of Rexburg. Here are my reasons: * We pay the CDC to review medical journals, check for reliable information, and advise us on health related issues. They have gathered, curated, and shared with the public this evidence. You can find the articles here: https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/cloth-face-cover-guidance.html. These papers establish the following: * Asymptomatic individuals do spread the virus. * Substantial undocumented infection leads to a rapid spread of cases. * "Currently available research supports the possibility that [the virus] could be spread by bioareosols (so through breathing, and not just coughing and sneezing). * Even if the virus is not spreading via bioreosols, when we speak (especially with the "th" sound), we emit droplets into the air. The amount of droplets that we emit while speaking is close to the number we emit when coughing. * "Wearing a face mask in public areas may impede the spread of an infectious disease by preventing both the inhalation of infectious droplets and their subsequent exhalation and dissemination." * "N95 masks, medical masks, and homemade masks made of four‐layer kitchen paper and one‐layer cloth could block 99.98%, 97.14%, and 95.15% of the virus in aerosols." * The editor-in-chief of JAMA and the director of the CDC got together 2 days ago in a video to provide information to the nation <https://l.facebook.com/l.php?u=https%3A%2F%2Fwww.youtube.com%2Fwatch %3Fv%3DjzHIhSZ_fiA%26fbclid%3DIwAR2DfUX-YXE6UF8pxpmc5E9PEaRyPowFbKk-ZKnuZY6wLOLp3Jmb3UCzn6c&h=AT2lNIGnpPwx2J7pOWrNsUI6_9GexaONkZhK3-Wfr_kYhNiSUoCSqZgRZHYp5b8rL1aYg6TbRr98R1SE2Lfz4cAULZJX0plpggswxftPj 1_72raQVjGuy9Yb68sfzw> , independent of any media organization, or political pulpit. They recommend universal face coverings for the nation. * This will help businesses unite with the city to comply with CDC guidelines without forcing heated debates, boycotts, and other conflicts that could ensue. * Forcing businesses to individually make this decision is a chaotic approach to public health. This is an issue that affects the public, and a public unified response is appropriate. * I do not approve of implementing an instant misdemeanor with a $100 fine. Further implementation should be considered. * The cases in EIPH are rising (1/3 of all cases in the last 6 days). If we don't act, then the spread will continue, possibly forcing future lockdowns. This will cost human lives and our local economy. Wearing a mask is a simple tool that can slow the spread of this virus. I strongly support of a universal mandate to require face coverings. I recognize that not all people can medically wear them (as does the CDC). The CDC provides guidance on what do to in this situation. This will be a challenging time for all. Voting to use face coverings in Rexburg will hopefully save many lives.
