I recognize that public service requires a measure of personal sacrifice, and I appreciate yours. The purpose of this letter is to request that the Rexburg City Council implement an ordinance mandating wearing face coverings in public, with a few exceptions. The current CDC recommendations include the following: * CDC recommends that people wear cloth face coverings in public settings and when around people who don’t live in your household, especially when other social distancing measures are difficult to maintain. * Cloth face coverings may help prevent people who have COVID-19 from spreading the virus to others. * Cloth face coverings are most likely to reduce the spread of COVID-19 when they are widely used by people in public settings. * Cloth face coverings should NOT be worn by children under the age of 2 or anyone who has trouble breathing, is unconscious, incapacitated, or otherwise unable to remove the mask without assistance. Regarding evidence for the effectiveness of cloth face coverings, the CDC states: “Cloth face coverings are recommended as a simple barrier to help prevent respiratory droplets from traveling into the air and onto other people when the person wearing the cloth face covering coughs, sneezes, talks, or raises their voice. This is called source control. This recommendation is based on what we know about the role respiratory droplets play in the spread of the virus that causes COVID-19, paired with emerging evidence from clinical and laboratory studies that shows cloth face coverings reduce the spray of droplets when worn over the nose and mouth. Recent research shows that immunity to COVID-19 can disappear in a matter of months. Unlike measles, which leaves lifelong immunity, COVID-19 can strike repeatedly. This implies that we are not capable of maintaining the level of public protection commonly called “herd immunity.” One commonly accepted model for the spread of diseases like coronavirus is the SIRS model. This model applies where there is a contagious disease where people are either Susceptible, Infected, Recovered, or Susceptible again and immunity decreases among the recovered population. Assuming the birth rate exceeds the death rate, this model suggests that until a vaccine is developed, this coronavirus will continue to infect the population in great waves. Several models have been developed that illustrate the effect of mask wearing on the reduction of disease spread and minimizing fatalities. The Institute for Health Metrics and Evaluation (IHME), an independent global health research center at the University of Washington, created a model showing the potential impact of mask wearing. The IHME model suggests that if we do not implement a mask-wearing requirement, 559 people are expected to die by November 1st. If a universal mask-wearing requirement was implemented, that number is dramatically reduced to only 216, with is less than double the number of deaths that have already occurred. This statement is particularly true regarding predictions of the spread and effects of COVID-19. While the models will not predict the exact number of deaths, the trends are unmistakable and must not be disregarded. As indicated by the CDC, cloth face coverings help with source control. Although a cloth face covering may provide a modest amount of protection to the wearer, it is principally worn to benefit others. It is unfortunate that this illness has been politicized by some. There are people who assert it is an infringement on their rights to be required to wear a mask. In a similar way, one could argue that it is an infringement on a person’s rights to restrict their vehicle’s speed in a school zone. Reduced speeds are not implemented to protect the driver, but to safeguard the lives of others. Obviously, the greater benefit to society outweighs the inconvenience of a driver who wishes to hurry through a school zone; and reduced speed limits are not a violation of the driver’s rights. Brigham Young University-Idaho is implementing a mask-wearing requirement for students and employees this fall. Wal-Mart has begun requiring masks for all shoppers and employees. Other communities in our area has mask-wearing ordinances. The impact of your decisions on this community is tremendous. The decisions you make will literally affect lives. A mask-wearing ordinance will save lives. This is a matter of grave importance. I implore you to enact an ordinance requiring all people in Rexburg City to wear masks, with a few exceptions. In accordance with CDC guidelines, allowances should be made for “children under the age of 2 or anyone who has trouble breathing, is unconscious, incapacitated, or otherwise unable to remove the mask without assistance.” Thank you for all you do.
