I arrived on site and began my observations of the stairwell towers in Building 9. I observed that the
contractor had placed the stair pans and landings and had welded them in place. I observed that the welds
appeared sound with adequate penetration. No surface defects were observed. I notified the contractor of
my observations prior to leaving.
