SUBJ: REXBURG WEST SUBDIVISION – RESPONSE TO REVIEW COMMENTS ON FINAL DESIGN
Dear Mr. Davidson,
Pursuant to the construction drawings submittal for the Rexburg West Subdivision owned by Mitch
Neibaur, I have read the review comments prepared and provided by the City, revised the design drawings
as requested and where applicable and appropriate, and prepared responses to each of the review
comments explaining the revisions. .
Response to City of Rexburg Comments from April 22, 2020
Public Works Comments dated April 22, 2020 (first received 4/23/2020 then again on 4/27/2020)
Sidewalk Setback/continuous – Lot 3, Block 4 must be a concrete approach. Sidewalk to be 5’ width per
City Standards at property line.
Drawings revised to eliminate the driveway approach until such time as the lot is developed consistent
with the other lots in the subdivision.
Sidewalk Setback/continuous – Curb slopes not identified on plans.
Unclear what is meant by curb slopes not identified. Spot elevations for TBC and FL are provided on
sheet C-GD-01.
Street: Street width/cross slope/running slope – Fire Hole Drive must have a minimum width of 27’
I am assuming that the minimum width refers to a dimension from TBC on the south to the edge of asphalt
on the north. That width on the revised drawings measures 29 feet. See the dimension C-SP-03 and the
street cross section Detail 12 on Sheet C-DT-01.
Street: Curb type – Notes for curb width are 2’ and 2.5’ widths. The 2.5’ width is approved.
Two styles of curb and gutter are referenced in the keyed notes throughout the drawing set; the first from
the City of Rexburg Standard Details, Sheet 7-Standard Curb & Gutter which is applicable on 12th West
and the interior streets, the second is Type 1 Curb & Gutter per ITD Standard Drawing 615-1. Both of
these details dimension the curb and gutter width at 2.5 feet. In addition, there is some vertical curb,
ribbon curb, and traffic separator curb; none of which include the gutter portion and all of which have a
different standard width than 2 feet or 2.5 feet and are likely not included in the comment. All of the
street cross sections shown on C-DT-01 call for a 2.5 foot width for the curb & gutter. I am not sure
where a 2 foot curb and gutter is referenced in the drawings but assume there is an incorrect dimension
somewhere which triggered the comment.
Sewer: Line size/slope/type materials – See Hwy 33 and 12th manhole note.

Two new manholes have been added near the intersection of Hwy. 33 and 12th West to avoid the concrete
base for the signal light pole and the thrust blocks for the water as well as the SD line.
Sewer: Manhole placement – The manhole in Fire Hole Drive must be moved north of water line to
approximately center of roadqy.
Concur with comment. Manhole and associated sewer collection piping is relocated to the preferred
alignment per the City of Rexburg Standard Details. See Sheet C-UT-01 and C-PP-11.
Sewer: Connection to mainline – The manhole at Hwy 33 and 12th W. is stubbed out approximately 40’
at 45 degrees NE to allow for connection to the manhole without interfering with traffic signal (and thrust
blocks on water line).
We were unaware this stub existing, but concur with utilizing the stub, particularly after meeting on site
with City staff. The revised drawings depict a new manhole located on this stub, then a second manhole
in the designated alignment for the sewer line in 12th West, whereupon the sewer continues north in that
designated alignment for 12th West. See sheet C-Uwaer T-01.
Sewer: Services to lot(s) – How is the north side of Fire Hole Drive being served.
Comment noted. Additional sewer laterals have been added to serve the property on the north side of
Fire Hole Drive. The location of any road is unknown, but just in case, a sewer stub to the north will be
provided from the manhole in intersection of Fire Hole Drive and Sawtelle Avenue. See Sheet C-UT-01
and C-PP-11.
Water: Services to lot(s) – The lots have no provisions for fire suppression systems if required in the
future.
Comment noted. The Owner and Engineer discussed fire lines for the lots during the design process. In
general, the lots are insufficiently large to accommodate a building that warrants a fire suppression
system (for example, do any of the buildings except the bank and maybe the Coop have in the Valley
Wide development have a fire suppression system); one would need to purchase multiple lots to construct
a building that warranted a fire suppression system. With that in mind, it was determined that the lots
bordering 12th West could access the 12” water main on the east side of 12th West if a proposed building
required fire suppression systems, the lots bordering Main Street are in the process of development and
have not expressed a need for a fire line, the lots on the east side of Sawtelle Avenue could access the new
water main on the east side of Sawtelle without trenching into the new roadway and the lots on the north
side of Sawtelle Avenue could access the new water main on the north side of Sawtelle without trenching
into the new roadway if they have a need for a fire line.
Storm: Catch basin type – The storm line on the east side of 12th West does exist. Catch basin grate must
be D&L Foundry Supply Co. model I-3520 or equal with appropriate catch basin bottom to fit grate and
frame.
The ITD drawings for the 12th West and Main Street/Hwy 33 intersection depict a storm drain line
running north and south on the east side of 12th West. A manhole exists on the east side of 12th West a few
hundred yards north of the proposed development. Upon inspection, it was discovered that pipe into the
manhole is a 24” RCP from the south and the pipe out of the manhole is a 24” RCP running slightly
north of west.

The City does not have a Standard Detail for a storm drain curb inlet or catch basin and associated grate
in their Standard Details. Therefore, the details available in the ISPWC were utilized. The note has been
modified to include a reference to the grate manufactured by D&L Supply.
Miscellaneous Review – Fire hydrant required at approximately Sta. 20+80. All fire hydrants and
streetlights to be in the right-of-way.
Comment noted. Hydrant added on Sawtelle Avenue Sta. 20+80. See C-UT-01 and C-PP-05.
Miscellaneous Review – 12th West TBC to be 50’ east of section line.
For the standard cross section, there is not sufficient distance to accommodate a 12’ bike bath, 7’ park
strip, 2.5’ curb & gutter and the travel lanes to have the TBC 50’ east of the section line. The section
across the east half of the ROW will need to change. Currently, there is 42.67’ between section line and
the TBC with approximately 3 feet additional the C&G, park strip, and bike path can be shifted east
making the requested distance 45.67. If we move the TBC further, can we reduce the width of the bike
path to 9’ +/-?
Miscellaneous Review – Force main outside drop detail missing from plans.
Comment noted. Engineer discussed preference with City Collection Superintendent and learned of the
preference for an outside drop manhole in lieu of the existing inside drop manhole. City does not have
standard detail nor does ISPWC have a standard detail for a drop manhole for a force main discharge
(they do for gravity discharge). Detail added to the drawing set.
Miscellaneous Review – Need stamped and signed set of drawings. ITD approval required for Hwy 33
improvements.
Comment noted. The drawings were stamped and signed. Apparently, the stamp and signature did not
translate from the software platform used to add the stamp and signature to the software used by the City
to open and view the documents. We can remedy that with the revised submittal.
ITD was consulted for review comments on April 21, 2020. The primary comments were those in
collaboration with the City, namely widening Main Street to reflect two westbound travel lanes the full
distance of the subject property, the outside lane being used for a right-hand turn lane at 12th West
consistent with the existing lane configuration. The deceleration lane and acceleration lane for
Pahsimeroi Blvd, will be in addition to the two through travel lanes. The revised drawings reflect this
request.
Miscellaneous Review – Dr. Fullmer approach is not shown on the plans.
Comment noted. We assume this is the approach off of Sawtelle Avenue. Approach depicted and called
out on the revised drawings. See Sheet C-SP-03.
Fire Department Review (received 4/27/2020)
Plans are approved for a footing/foundation ONLY Permit – Additional hydrant required on the Main St.
entrance on the corner nearest Main Street and on the east side of the entrance. Final location need to be
approved.

Comment noted. A hydrant was not added to that corner as there is not a water line planned for
Pahsimeroi Blvd. and the City does not have a water line in Main Street. The only service on this line
would be the hydrant. City Public Works may not want this maintenance issue. Please consult with the
Public Works Department regarding this requirement.
30’ inside radius and 45’ outside radius – Per the Idaho State Fire Marshal, all inside radii need to be a
30’ min., and outside radius to be min. of 45’.
Comment noted. Inside radii of streets revised to a minimum of 30 feet..
