SUBJ: REXBURG WEST SUBDIVISION – RESPONSE TO REVIEW COMMENTS ON FINAL DESIGN
Dear Mr. Davidson,
Pursuant to the construction drawings submittal for the Rexburg West Subdivision owned by Mitch
Neibaur, I have read the review comments prepared and provided by the City, revised the design drawings
as requested and where applicable and appropriate, and prepared responses to each of the review
comments explaining the revisions. .
Response to City of Rexburg Comments from June 10, 2020
Public Works Comments dated June 10, 2020
Street: Sidewalk setback/continuous – Sidewalk to be a concrete 5’ width per City Standards at property
line. Curb slopes not identified on plans.
Drawings were revised at the last iteration to reflect a 5’ sidewalk in lieu of a 12’ bike path on 12th West.
The width was adjusted and the keyed note callout changed for the sidewalk. However, the hatching
pattern was not changed. The drawings for this iteration now have the hatch pattern changed to reflect a
concrete sidewalk on 12th West.
At this juncture, the Owner has asked that we keep the bike path/trail on Main Street. The bike paths on
Main Street and 12th West were originally included in the design at the direction of the Ready Team to be
consistent with the Parks Master Plan prepared by the City in 2018. The property deeded to the City for
the road ROW for Main Street and 12th West were configured to accommodate the 12-foot width of the
bike path. Consequently, the Owner has asked that I leave the bike path in the design of Main Street.
Curb slopes were identified on most of the plan & profile sheets but were not shown on the sheets for
Sawtelle Avenue (C-PP-03, C-PP-04, and C-PP-05). This has been corrected in the current drawing set.
Curb Type – Notes for curb width are 2’ and 2.5’ widths. The 2.5 width is approved. Minimum curb
slope is 0.3%..
This note continues from the last set of comments from the City. It is unclear where the curb width is
noted as 2’. There may be a mistake in the drawings in the notes on one or more sheets. However, the
notes checked reflect a 2.5’ width for the curb & gutter as described below and the standard street cross
sections on C-DT-01 all dimension a curb and gutter with a width of 2.5 feet.
Two styles of curb and gutter are referenced in the keyed notes throughout the drawing set; the first from
the City of Rexburg Standard Details, Sheet 7-Standard Curb & Gutter which is applicable on 12th West
and the interior streets, the second is Type 1 Curb & Gutter per ITD Standard Drawing 615-1. Both of
these details dimension the curb and gutter width at 2.5 feet. In addition, there is some vertical curb,

ribbon curb, and traffic separator curb; none of which include the gutter portion and all of which have a
different standard width than 2 feet or 2.5 feet and are likely not included in the comment. All of the
street cross sections shown on C-DT-01 call for a 2.5-foot width for the curb & gutter. I am not sure
where a 2-foot curb and gutter is referenced in the drawings but assume there is an incorrect dimension
somewhere which triggered the comment.
The minimum curb slope of less than 0.3% was presented for 12th West and Main Street, the existing
centerline slope of both streets is less than 0.3% and does not meet the City Standards for the City of
Rexburg. The design to this point presented slopes consistent with the existing centerline slopes in Main
Street and 12th West. Since that time, the issue was discussed and it was agreed with the City to design
the gutters with a minimum slope of 0.3% with high and low points that do not necessarily coincide with
the low and high points existing in Main Street and 12th West; the implication that the street cross slopes
will not be consistent and may vary from 1% to 5% along the length of those roads. The revised drawings
reflect that decision.
