I arrived on site at approximately 2:30 PM. I tested the concrete pour on Bldg. 12 at 3:15, and then tested
densities on the water line at 4:30. I observed that the concrete contractor had placed the reinforced steel
in general conformance with project documents. II observed the concrete placement was in general
conformance to project documents. I observed that the excavation contractor had backfilled along the
water line, and he was using a hoepack to achieve compaction. I retrieved a sample of the backfill material
to run proctor and gradation tests on it. The material seemed to be around a 123-125 proctor. I observed
that the contractor used the same means and methods of compaction for the mixed material that he had
used on other materials that successfully achieved compaction. I observed the excavation and backfill to
be in general conformance with project documents.
