PURPOSE: The request is to change the City’s Comprehensive Plan for this parcel. PROPERTY LOCATION: 2003 S. Yellowstone Hwy COMPREHENSIVE PLAN: Industrial, Commercial PROPOSED COMPREHENSIVE PLAN DESIGNATION: Industrial CURRENT ZONING: Community Business Center (CBC) SURROUNDING COMPREHENSIVE PLAN DESIGNATIONS: (North) – Industrial (East, South & West) – Commercial SURROUNDING LAND USES: (North) – Thompson Paving (East) – Golden West Irrigation, Residential, Agriculture (West) – Storage Units, Power Substation (South) – Railroad right of way APPLICABLE CRITERIA: City of Rexburg Development Code (Ordinance No.1200) § 1.04.020 Comprehensive Plan Amendment AUTHORITY: § 1.03.080 (D) “The Commission may recommend that the amendment be granted as requested, that it be modified, or that it be denied.” I. BACKGROUND The applicant is requesting to change the Comprehensive Plan Map. This is a parcel adjacent to the railroad. The property has an existing bulk dry fertilizer plant. The Applicant desires to increase the storage capacity (square footage) of this plant. The plant is in the City’s Impact Area. The Rexburg Development Code allows for the Commission to make recommendations to the City Council regarding whether or not the property should or should not be changed on the Comprehensive Plan Map based on the criteria found in section §1.04.020. SITE DESCRIPTION The parcel being changed is between S Yellowstone Highway on its east side and the railroad to its west. The total area involved in this Comprehensive Plan Map change request is approximately 5.8 acres. III. ANALYSIS If approved the request will result in changing the Comprehensive Plan Map from Commercial to Industrial. The request would require the Commission and City Council to review the proposal and approve or deny this application. IV. STAFF RECOMMENDATION Staff recommends that this Comprehensive Plan Map change be considered. The Planning and Zoning Commission should take testimony in public hearing to determine if the request is in the best interest of the neighborhood and the community. Comprehensive Plan Map
