ID 83440 Phone (208) 359-3020 LOT 1: Scenario #1 Comprehensive Plan: Neighborhood Commercial/Mixed Use Zone: Hemming Project Redevelopment Option 2 Outstanding issues: 1) Stairs for the Parking Structure 2) Incomplete land use action Building is OK to give occupancy for the 2 residential structures. The problem lies with the stairway in the parking structure. -Option is to bond for future fixes When Richie sold the Pines, the agreement was the Pines would park to the north and northwest. The plat was started, but the Engineer had to be changed part way through. The plat was completed through Eagle Rock Engineering. The Pines did not get the plat to their lender. Time passes. The lender does not respond. Richie offered to talk to the lender directly. The lender did not respond. Richie went back to the owners to contact the lender with no progress. What would the effect of the plat not being completed? Richie and the property owners are operating as if the plat was completed. Richie suggested the option could be cross easement agreements for parking. The city is not sure this would help Richie's situation if he is not getting responses from the lender. The code requirement for stairs does not work well in Rexburg due to the amount of snowfall. The city recognizes an adaptation is necessary and has taken steps to allow only a 4" gap toeplate to allow snow to be pushed through. 2 options are being tried: diamond extended metal will be tack welded to the tread to see how it performs. The secondary option is to put a pan under the stairs and fill it with concrete. Chad and Tom are allowed to experiment for 12 months to determine best solutions. CONCLUSIONS: • Letter from Richie that he will continue to pursue the plat proposal dated Dec. 13, 2018 Eagle Rock Hemming Short Plat div. 1. • Get Headwater and Luthy to put together price estimate and get a bond or money in an escrow account to fix the stairs. Have the city set up to be notified of withdrawals. With these in place, Certificates of Occupancy can be issued for Budding A & B and the parking structure.
