We have received the Notice of Public Hearing for annexation and zone
change for the property identified as WR Holdings, LLC located at about 950
Barney Dairy Road.
We are homeowners at 1032 Barney Dairy Road. Our lot and home connect
to the identified property.
While we do not object to the development and rights of those who own the
property, our interest and concern does lie within the Impact Area of the city
of Rexburg. By that title alone, we hope the Planning and Zoning
Commission will identify ALL impacts of surround properties that are not
being annexed but are still within the impact zone.
We are very concerned with egress and access to the property. The Barney
Dairy Road has increased in traffic activity in the 30 years we have lived at
that location.
We are also interested in the master plan for sewer and water for the zone
change. If any of the parcels are to have septic systems or wells, we have
to raise full objection as we would be below that location and the prospect of
contamination and water loss is high.
If there is to be full service city sewer and water, will access be granted to
those within the impact zone and the area parallel to the property?
We wish you well in your discussion. We are out of the area until July 1,
2017 and cannot attend the hearing.

This letter replaces a letter sent to you from us dated April 22, 2017. Please
discard the April 22, 2017 letter and accept this letter as our comments.
We have received the Notice of Public Hearing for annexation and zone change for
the property identified as WR Holdings, LLC located at about 950 Barney Dairy
Road.
We are homeowners at 1032 Barney Dairy Road. Our lot and home connect to the
identified property.
We vehemently object to the zoning change proposed.
We are very concerned with egress and access to the property. The Barney Dairy
Road has increased in traffic activity in the 30 years we have lived at that location.
This change in zoning opens the door to an uncontrollable traffic pattern and
increase in volume. We would ask that a traffic pattern report be initiated by the
city, not by the developers. Will this development result in increased road costs of
Barney Dairy Road? Will a widening be needed? Traffic controls expected at the S
curve?
We are also concerned regarding the master plan for sewer and water for the zone
change. To be forced into the high costs of city sewer and water would be contrary
to initial property rights. We would ask that full disclosure of estimated
development costs and return from the development be provided, including the cost
of a sewer pump station at the crest of the Barney hill.
We wish you well in your discussion. But we do expect all areas of economics and
environmental impact will be weighed out. At what point do we look long and deep
at hit and run development of the areas?
We are out of the area until July 1, 2017 and cannot attend the hearing.

Dear Planning and Zoning Committee
My name is Kristi Anderson and I live at 1200 Barney Dairy Rd. We have lived in our home for almost six
years. We were drawn to the area because of the space and the country feel of the neighborhood.
Currently our property and the property surrounding us is zoned as RR1. It says in the purposes and
objectives of this zoning that it is "established to protectstable neighborhoods of detached family
dwellings on lots of one acre or more up to five acres."
It is being proposed that the zoning be changed to LDR 2 which would allow homes to be built on lots as
small as 8,000 sq ft or .18 acres.
My question is how you can simply change the zoning that was designed to "protect stable
neighborhoods" on 1+ acre lots. Changing the zoning would change the feel of the area we are invested
in and love.
While I know we cannot stop a subdivision from going in behind us, I feel that in consideration of the
existing neighborhood it would be better to have a gradual shift in zoning.
What I would like to see is the land directly behind the existing houses on Barney Dairy Rd kept as RR1
or even zoned as RR2 which would require minimum lot sizes of half an acre. Then even if another area
south of that was zoned as LDR-2 the gradual shift would protect the existing neighborhood from such a
drastic change.
Another concern we have is with the flooding that sometimes occurs. Our home is located at a low
point and we have had flooding that comes from rapid snowmelt or occasionally, a broken ditch.
Currently we have a good idea of which way the water will run and it doesn't harm our house. If
numerous houses are built or slopes are changed there is the possibility it could make the flooding
worse for our home. We would hope that efforts would be made to ensure people (including us) would
not be harmed by that flooding.
We are also concerned about the large amount of traffic that will be brought down our road. We have
been given the estimate that if this zooming for LDR-2 goes through about 100 homes could go in
behind us. Legally, they could put in even more. The current idea (which we hope will change) is to put
the only access roads to the subdivision on the sides of the homes to the right and to the left of us. This
is alarming to think that all that traffic will be brought right to our area—especially since we have young
children. If the zoning was kept at RR2 that would reduce the amount of homes going in and
consequently, the traffic.
These are the concerns we have and hope you will protect our neighborhood as it is supposed to be
protected as stated in the zoning ordinance.
