Thank you for taking the time to review and approve my application.
Drawings for the duplexes have been submitted by Guy Robertson. The site plan is included.
I met with City Planning and Zoning leader Val Christiansen on numerous occasions about the vacant property that
happened to be adjacent to his back yard. Val was aware of the property and had met with the previous owner,
Mr. Smith, several times over the years about the development of this property. Mr. Smith had wanted to develop
it with possibly high-density apartments. Val told him that it was not permitted.
I met with Val several times about the possibility of purchasing this property and what options were available for
building. I even mentioned two four or eight plex buildings. Val told me that was not allowed and that it was
zoned for single family homes. He was opposed to any development other than changing the zoning to allow four
duplexes. He recognized that several single homes were never going to happen since it was next to two large
single student complexes (north and south west) and a large community housing project basically due west. It was
destined for a weed patch. Val and I went over several options with Val printing out from the city office the land
divided into four (4) parcels with a single duplex on each of the four parcels of land along with the need of
receiving a zone change. At this point I still did not own the property. Val went through the process that would be
required to change the zoning to allow four duplexes.
At this point I met with the land owner, Mrs. Smith and discussed purchasing this vacant lot. I told her that as
currently zoned, only single family homes were allowed, but that if I could get the zoning changed I would be
interested in the purchase. She agreed on the condition of the sale.
I then started the zoning change process.
During this time Val also told me that the neighborhood had HOA restrictive covenants that would not allow
duplexes. He helped me get in touch with the HOA board. They set up a community meeting which I attended
along with Val who help present the idea of a city zone change and an allowance by the HOA to build four
duplexes. I submitted drawings and a site plan to the committee which ultimately approved the site plan with four
duplexes.
Roughly at this same time the city approved the zoning change. A P&Z meeting on July 9, 2018 and City Council
meeting on August 1, 2018 make reference to the proposed zoning change to allow four duplexes. I also closed
the purchase of the land after the zoning Change on August 31, 2018 based on the above mentioned
recommendations by Val Christiansen. Shortly after this I submitted the drawings and site plan to Citizens
Community Bank and was approved for a construction and long term financing for the site plan showing four
duplexes.
Four duplexes were planned and submitted on the recommendations of Val Christiansen with the City Planning
and Zoning.
Because of this I am requesting a building permit for four duplexes as shown with my building plans.
