PROPERTY LOCATION: RPR6N40E203550- Teton River Flats COMPREHENSIVE PLAN: Commercial PROPOSED COMPREHENSIVE PLAN DESIGNATION: Low to Moderate Density Residential CURRENT ZONING: Community Business Center (CBC) SURROUNDING COMPREHENSIVE PLAN DESIGNATIONS: (North & East) – Low-Moderate Density Residential (South & West) – Commercial SURROUNDING LAND USES: (North) – Agriculture (East) – Agriculture (West) – Westmark Credit Union (South) – (Old Wal-Mart) APPLICABLE CRITERIA: City of Rexburg Development Code (Ordinance No.1200) § 1.04.020 Comprehensive Plan Amendment AUTHORITY: § 1.03.080 (D) “The Commission may recommend that the amendment be granted as requested, that it be modified, or that it be denied.” BACKGROUND The applicant is requesting to change the Comprehensive Plan Map. Most of the surrounding properties totaling almost 35 Acres has already been changed to Low-Moderate Density Residential. This is just a small parcel between the existing commercial properties on Lorene and the Low-Moderate Density Residential that will be difficult to develop as a stand alone commercial lot. This 0.401 Acres was purchased to be added to a planned multi-family project on the adjacent 3.447 Acres to the East. The Rexburg Development Code allows for the Commission to make recommendations to the City Council regarding whether or not the property should or should not be changed on the Comprehensive Plan Map based on the criteria found in section §1.04.020. SITE DESCRIPTION The parcel being changed is south Lorene St. The parcel is a vacant lot. The total area involved in this Comprehensive Plan Map change request is approximately 0.401 acres. ANALYSIS If approved the request will result in changing the Comprehensive Plan Map from Commercial to Low to Moderate Density Residential. The request would require the Commission and City Council to review the proposal and approve or deny this application. STAFF RECOMMENDATION Staff recommends that this Comprehensive Plan Map change be considered. The Planning and Zoning Commission should take testimony in public hearing to determine if the request is in the best interest of the neighborhood and the community. Possible conditions: All storm drainage will have to be handled on site. A Traffic Impact Study has been completed for this area and they will pay a share of the cost. There is limited capacity in the sewer at this location and the City is working on a plan to increase capacity.
