PROPERTY LOCATION: 397 Thomson Farms COMPREHENSIVE PLAN: Commercial & Low-Moderate Density Residential PROPOSED COMPREHENSIVE PLAN DESIGNATION: Commercial & Low-Moderate Density Residential CURRENT ZONING: Low-Density Residential 2 (LDR2), Medium Density Residential 1 (MDR1), Community Business Center (CBC) SURROUNDING COMPREHENSIVE PLAN DESIGNATIONS: (North) – Commercial & Low-Moderate Density Residential (South) – Low to Moderate Density Residential (East) – Low to Moderate Density Residential (West) - Commercial SURROUNDING LAND USES: (North) – Paradise Nursery & Pond Center (East) – Agriculture (West) - Christensen Auto Body Shop (South) – Paradise Nursery & Pond Center, Agriculture APPLICABLE CRITERIA: City of Rexburg Development Code (Ordinance No.1200) § 1.04.020 Comprehensive Plan Amendment AUTHORITY: § 1.03.080 (D) “The Commission may recommend that the amendment be granted as requested, that it be modified, or that it be denied.” I. BACKGROUND The applicant is requesting to change the Comprehensive Plan Map. The property was rezoned without changing the Comprehensive Plan Map layer to match. The appropriate land designations were on the property, but not the correct configuration. This change will create the correct Comprehensive Plan Map configuration for the land. Community Development Department STAFF REPORT 35 North 1st East Rexburg, ID 83440 Alan.parkinson@rexburg.org www.planning.org Phone: 208.359.3020 Fax: 208.359.3022 Case No. 20 00776 Page 2 The Rexburg Development Code allows for the Commission to make recommendations to the City Council regarding whether or not the property should or should not be changed on the Comprehensive Plan Map based on the criteria found in section §1.04.020. II. SITE DESCRIPTION The parcels being changed are east of N Yellowstone Hwy. The parcel is split by Thomson Farms Rd and Stonebridge St. The total area involved in this Comprehensive Plan Map change request is approximately 54.74 acres. III. ANALYSIS If approved the request will result in changing the Comprehensive Plan Map, keeping Commercial and Low to Moderate Density Residential on the parcel, but changing the shapes to match the areas on the zoning map. The request would require the Commission and City Council to review the proposal and approve or deny this application. IV. STAFF RECOMMENDATION Staff recommends that this Comprehensive Plan Map change be considered. The Planning and Zoning Commission should take testimony in public hearing to determine if the request is in the best interest of the neighborhood and the community.
