HomeMy WebLinkAboutDESIGN REVIEW MEETING 05.28.09 - 09-00113, 09-00114, 09-00159 - Dye Ventures Medical & Office Building Design Review Committee Meeting for Dye Ventures – 33 Winn Drive – Medical Bldg. 09 00113/114 And Madison County - Mosquito Abatement Facility – 09 00159/160 May 28, 2009 11:00 am Attendees: Design Review Committee members: Ted Hill, Dan Hanna, and Winston Dyer Applicants: JRW & Associates represented by Johnny Watson and Ryan Malm Staff: Gary Leikness, Mayor Larsen, Val Christensen, and Elaine McFerrin Dye Ventures JRW &Associates requested this Design Review meeting to discuss a waiverance of two design standards: 1. The south side facade of the building needs to incorporate a wall projection or recess a minimum of 8 feet in length. This is not an “eyes to the street” standard but rather just a building standard. Participants discussed the issue to come up with something to make things work for both the community and the developer. The standard is to have relief of the long expanse of wall every 40 feet. This wall is 46 feet in length. It was decided that Instead of having any jut- outs in the wall, there will be landscaping on this south side to include a lawn strip and field grass. There is a distance of 10 feet between the two buildings being proposed on this site. It was decided that there will be a 5-year sunset clause for the south side of the property that is not being developed at this time, requiring that within 5 years the sidewalk and boulevard strip must be completed with landscaping included. In the interim, that portion of the lot must be maintained in a neat and orderly appearance. 2. Parking areas must provide additional screening in the form of shrubs, berms, etc. if more than 60% of the parking spaces are in the front of the building. Johnny Watson proposed to have grass rather than shrubs for landscaping of the parking areas. The Design Review Committee thought that trees would break up the visual line and help screen the cars from passersby. It was decided that two-inch deciduous trees will be used in the locations shown on the landscape plan to help screen the parking area. Madison County Mosquito Abatement Facility The direction from City Council was to use Industrial Design Standards for this area, but with some flexibility. The office area could be screened with trees. As stated in the Conditional Use Permit conditions for this Mosquito abatement facility (09 00104), the front yard setback should be landscaped now in order to allow trees to mature for future buffering. Other landscaping can be improved when the road is improved. Specifically, the trees to be planted will be evergreens trees a minimum of 7 feet in height and spaced to screen the 60 foot front (street side) of the building.
