The Madison Library is in the Central Business District zone. Val Christensen briefly went over the
architectural design standards for this downtown zone that are part of the City’s Development Code 926. The
submitted building plans were viewed and discussed.
The main library entrance to be on the south of the building and angled toward the street was agreed as
acceptable by the Design Review Committee at an earlier meeting in October 2008. The new brick will be
the same color as the existing brick, with lots of added glass.
An issue at today’s meeting was whether the planned windows on the north side needed trim, as they are
shown without trim like the existing windows. Dan Hanna expressed that the landscaping has a big impact. If
the windows were changed, it would look like an add-on rather than a blending of old with the new.
Wally Cooper said the façade has been well broken up; it is stepped back so there will be more landscape and
green space. Once the building is done, the library will have a landscape contractor for completion of the
landscaping. The existing east side entrance will become an emergency egress. The existing monument and
trees will stay. Recesses will have an awning and metal panel infill. Pedestrian amenities, which are a
requirement stated in the Development Code, will include the existing monument, a plaza area, and sitting
space.
Val Christensen said that the clerestory will function well to tie the existing building and the new addition
together.
The Design Review Committee found that the north and the east sides of the building with the landscaping
shown would be acceptable.
The west elevation of the planned building shows a long expanse of blank wall. This side of the library will
house the community room. The Design Review Committee requested that windows shown on the left side
of the elevation be matched on the right side of the elevation instead of the blank wall.
Cooper Roberts Simonsen Associates will submit revised building plans to reflect the changes requested at
today’s meeting and will also include the locations for the screened dumpster and the screened transformer.
The Design Review Committee stated they were pleased with the efforts being made for continuity of tying
old and new together for the Madison Library.
