Thaine Robinson explained that in the recent past the Design Review Committee was composed of members
of the P&Z Commission. The Design Review Committee now draws from the P&Z Commission, the City
Council, and a pool of professional representatives for each meeting. They meet if there is a development
issue that is a deviation from the design standards stated in the City of Rexburg Development Code.
Val Christensen said the Design Review Committee is able to mitigate changes. He stated that the Committee
may make a recommendation or come up with a compromise. The issue regarding this BYU-I 10th Stake
Center is the very long roof line.
Scott Nielson presented drawings of the proposed church stake center. He said the roof line is about 250 feet
in length. The Development Code states that every 100 linear feet of a roofline needs to be broken up. Mr.
Nielson asked if they take the dormers that are planned and raise them up, if this would be satisfactory to
break up the roof line.
There was discussion that included similar church buildings in the community.
The Design Review Committee came to the conclusion and gave their approval for the use of dormers raised
sufficiently to break up the roof line on this church building.
The Committee thanked Scott Nielson for his cooperation and willingness to work with them.
