RE: First Amendment to the Second Amended and Restated Urban Renewal
Plan, North Highway Urban Renewal Project, Including South Addition
Dear Sir or Madam:
Enclosed is a copy of a formal notice that will be published in the Standard Journal on
May 15 and 29, 2020, advising that the Rexburg City Council will hold a public hearing in the
City Council Chambers at the Rexburg City Hall, 35 N. 1st East, Rexburg, Idaho, on
Wednesday, June 17, 2020, at 3:30 p.m., to consider adoption of the First Amendment to the
Second Amended and Restated Urban Renewal Plan, North Highway Urban Renewal
Project, Including South Addition (the “First Amendment”), concerning the deannexation of
certain parcels from the existing Second Amended and Restated Urban Renewal Plan, North
Highway Urban Renewal Project, Including South Addition (also referred to as the “North
Highway District Plan”) of the Urban Renewal Agency of Rexburg, Idaho, also known as
Rexburg Redevelopment Agency (the “Agency”). At that time the City Council will consider
the Ordinance adopting the First Amendment.
This letter also serves as notice to you, in compliance with Idaho Code § 50-2906, that
the First Amendment amends an existing plan that contains a revenue allocation provision and
the Agency recommends approval of the First Amendment.
As noted above, the major purpose of this First Amendment is to deannex certain parcels
from the North Highway District Plan Project Area. A map identifying the boundary of the
parcels to be deannexed is included together with the corresponding legal description.
A copy of the First Amendment and Agency Resolution No. 2020-02 adopted by the
Agency Board on Wednesday, April 29, 2020, are also enclosed along with the deannexation
map and legal description. A copy of the North Highway District Plan is available at City Hall
and the Agency’s website (http://www.rexburgurbanrenewal.org/districts/) for your review. You
are encouraged to provide your comments, either in writing or at the public hearing.
In the event you would like to schedule a separate meeting to discuss the First
Amendment, representatives of the City will make themselves available to explain the First
Amendment.
