Val Christensen opened the meeting.
The purpose of today’s meeting is to address the 3rd South presentation. Applicants David & Lana Chang had
gone through a rezone of the specified property in August 2010. At that time, the rezone was recommended
for approval with conditions, which included that the site plan and elevations be consistent with the drawing
presented that night – to have the look of a nice home. There also should be no access to 3rd South. The
rezone was approved by City Council.
Members of the neighborhood had expressed that the new drawing presented at the Conditional Use Permit
hearing on February 17, 2011, does not look like a home. To address the concern, the P&Z Commission
included a proposed condition of approval, that “… A Design Review Committee meeting will be held to
address the 3rd South building presentation.”
Chad said he had met with the neighbors and had tried to address their concerns.
It was expressed that the north elevation drawing is very symmetrical. Val said it would help to break up this
symmetry.
Dan said the uniformity of the windows makes the presentation look less like a home.
Ideas were discussed on what could be done to remove some of the symmetry.
Chad said he likes the symmetry but is willing to do what is deemed necessary.
It was discussed that a “nice home” is a broad term – everyone has their own views.
The question before the committee is whether or not the appearance of the building meets the requirement
of “looking like a nice home”, which is the point that helped to get the rezone approval for the property.
Val said from the City’s standpoint, the minimum requirement of the “nice home” perception needs to be
met, although the presented drawing is great. They do not want to dictate how this perception would be
accomplished.
Johnny thought the presented drawing was a very nice building. He suggested that a roof variation, leaving
the floor plan the way it is, could make the building more home-like.
Landscaping was discussed. Craig felt the mass of trees on the subject corner property were important; they
help to make it the gateway to the neighborhood.
Val said the applicant wants to keep the big fir trees, which is also what the neighborhood wants.
Chad said they will be adding low shrubs, plants, and grass.
There was consensus of the Design Review Committee that the 3rd South building presentation be addressed
as follows:
1. Break up the symmetry.
2. Enlarge or emphasize a few of the windows.
3. Some of the existing landscape shall be preserved so that the property maintains its effect of being a
gateway to the neighborhood.
It was decided that Val Christensen and Johnny Watson will review the revised drawing when it is submitted.
