Design Review Committee Meeting
Central Park Apartments Phase 2 - 450 West 4th South

The Design Review Committee meets if there is a development issue that may deviate from the design
standards stated in the City of Rexburg Development Code Ordinance No. 1026. The purpose of the Design
Review Committee meeting is often to reach an amicable compromise for the applicant and the community.
Preliminary drawings of the elevations and site plan were viewed. Natalie Powell stated that the developer
would like to start construction right away but wanted to present the drawings today before having structural
engineering drawings made. Chad Richards wanted City staff and the Design Review Committee to review
the drawings for basic design and give their input.
It was stated that the bridge for the complex will go in this fall as soon as the water is out of the canal.
This addition on the north part of the property is one building separated into 3 sections by staircases.
The subject property is zoned Mixed Use 2 (MU2). The Development Code Ordinance No. 1026 states that
the MU2 zone must follow the requirements of Section.4.13 Commercial Design Standards, copies of which
were provided at this meeting.
It was discussed that there is a need to break up the overall volume of the building.
The Design Standards state that a “façade over 60 feet in linear length shall incorporate wall projections or
recesses a minimum of 2 foot depth and a minimum of 8 contiguous feet within each 60 feet of facade...”
Jedd Walker was concerned that the rear facade (north elevation) had little visual interest.
It was discussed that bump-outs on this elevation could visually break up the wall. Dormers or fake gables
could break up the linear expanse. Another option would be shutters on the windows or vertical siding.
Johnny Watson suggested that dormers on the front (south elevation) of the building could help break up the
wall. Chad Richards thought a deeper walkway rather than building bump-outs would be an option.
Bruce Sutherland suggested the dormers could be brought out over the walkway.
The variation of materials and color also will help to break up the wall.
The west elevation is very blank. Chad Richards said 2 windows could be put on this elevation – one window
up and one window lower.
The parking area will need to be visually buffered from the street. Landscaping, trees, hedges, or fences could
be used.
Internal pedestrian walkways are to be continuous and should tie together.
Trash dumpsters should be attractively screened and enclosed. Joel Gray said there is right-side pickup of
trash by the garbage truck, so one of the planned dumpsters would need to be moved to a different location.
A lighting plan will need to be submitted to the Engineering Department for review.
Chad Richards will email new drawings that concur with what has been discussed at this meeting to Natalie
Powell. She will send them to Bruce Sutherland, Jedd Walker, and Johnny Watson before plans are submitted
for a building permit and staff review.
The Design Review Committee and City staff thanked Chad Richards for his willingness to work with them.
