HomeMy WebLinkAbout12.04.12 DESIGN REVIEW MINUTES -Madison Carriage Cove Design Review Committee Meeting #12 00458 Madison Carriage Cove – 410 West 1st North December 4, 2012 – 11:00 am Attendees Design Review Committee: Bruce Sutherland, Thaine Robinson, Garth Jensen Applicant: David Thueson – owner; Stephen Zollinger – representing Madison Memorial Hospital; Jackson Ferguson-project architect Staff: Natalie Powell, Elaine McFerrin Thaine Robinson welcomed everyone. He explained that the Design Review Committee is composed of a P&Z Commissioner, a City Council member, and a professional from the community. The P&Z Commissioner chairs the meeting. Committee members can vary from meeting to meeting. The Committee may meet to resolve a conflict or when there is a development issue that may deviate from the design standards that are stated in the City of Rexburg Development Code Ordinance No. 1026. The Committee may also meet because of the size of a project. The Design Review meeting allows for give and take, to make sure the project is an asset to the community as well as a success for the developer. This would be a win-win situation. On November 28, 2012, a Conditional Use Permit (CUP) for this property to allow an Assisted and Residential Care Facility was approved by the City Council; Section 6.12B - Standards Applicable to Conditional Use Permits, from the Development Code Ordinance 1026, applies to this CUP. Renderings on foam-board of the planned project were viewed. There will be a 6-foot privacy fence around the development. The Committee felt that the east and front (south) faces of the building have a sufficient variety of material – 3 variations including EIFS (synthetic stucco). There will be two courtyards for the patients. The long roof line on the back (north) elevation was a concern; it needs to be broken up. There will be windows and gables. Thaine Robinson said nice landscaping between windows would help to break up the long roof line and would be a positive give-back to the community. It would add to the attractiveness of the facility. Bruce Sutherland said we need to look to the future and make it pleasing for all. Stephen Zollinger said the windows will have banding all around them. Jackson Ferguson said they do not yet have a landscape plan or a lighting plan. These would both be fully reviewed by staff when submitted. Stephen Zollinger said the City Engineer would structure an agreement regarding the right-of-way on North 4th West, which in the future may possibly be widened and the canal shifted. There was consensus of the Design Review Committee, and the applicant agreed that: 1. Landscaping will be used to break up the long roof line and the building on the north elevation. 2. Vertical sections with differentiation of color and material will be used to break up the length of the building on the north elevation. Jackson Ferguson said a footing foundation permit is going to be applied for at this time. Final plans including building, landscaping, and lighting likely would be submitted for the building permit process and reviews in February 2013. The Committee thanked the applicants. This building is a positive addition to the neighborhood and the community.
