HomeMy WebLinkAboutDESIGN REVIEW MINUTES 03/22/13 - 13-00228 - BYUI Central Heating Plant1 Design Review Committee Meeting BYU-I Central Energy Facility March 22, 2013 – 2:00 pm Attendees Design Review Committee: Winston Dyer, Bruce Sutherland, Bart Stevens Applicant: Jackson Ferguson of FFKR Architects City: Val Christensen, Elaine McFerrin Winston Dyer explained that the Design Review Committee is composed of a P&Z Commissioner, a City Council member, and a professional from the community. The Design Review Committee meets if there is a development issue that may deviate from the design standards stated in the City of Rexburg Development Code Ordinance No. 1026. The issue to be addressed is the length of the west wall of the BYU-I Central Energy Facility building. Jackson Ferguson presented the project. This project was going to be a remodel, but it became a total renovation. The renderings of the building were viewed, along with the elevations and site plan. The reason for this project is that the University is switching from coal to natural gas. Capacity is being increased. The Chiller building will stay. Where the existing building is, there will be more parking to the west and less to the south. They are looking at various hedges to screen the parking. The new building will sit about 90 feet back from the corner (S. 1st W. and W. Campus Dr.). Jackson Ferguson said he wanted the building to be satisfactory to both the University and the community. The windows will be opaque at the top and bottom. The middle of the window will be clear - this was requested by the University The west wall is 125 feet in length - they have mitigated this length with 2-foot metal panel projections, accentuating the windows. The length goes over the standard. The wall will have 5 large windows. There will be a solar band of glass with brick glazing. The top of the wall is 45 feet. The 6 stacks will be 80 feet above the building. The color of the stacks has not been decided, but will most likely be silver. The building will be built in 2 phases. It is hoped to start construction in the fall of 2013. Winston Dyer said the Committee recognizes the effort that has been made. Because of height, this is a pretty stark presentation. What could be done to change this and help to break up the length of the wall? Bart Stevens suggested that a change in brick color along the top of the wall could break up the line. Jackson Ferguson said that possibly indentations could be done in the brick. 2 Winston Dyer said anything that extends the windows vertically would help in trying to soften it down visually. It was also suggested that instead of at the top of the building another brick color could be at the bottom. Val Christensen said the City has not looked at the University building to meet the approach of the City ordinance. They just have worked to keep the architectural look of the campus, with buildings blending into the community. Jackson Ferguson said the building focus is on the front door. They would want the wall change to be very subtle. Winston Dyer said the Committee has introduced the concern. It is suggested that Mr. Ferguson can come back with some ideas. The 2 foot projections visually do not break up the wall enough because it is a huge wall. Conclusions: 1. The Committee is inviting the applicant to come up with some ideas for breaking up the length of the west wall. All other elevations are fine. 2. The 2 west windows on the south wall should be consistent with the windows and treatment of the west wall. Val Christensen suggested the three design review committee members take the drawings and look at the building on location. Jackson Ferguson will email new drawings to Val Christensen for review by the Design Review Committee.
