September 10, 2013 - 10:00 am Attendees Design Review Committee: Johnny Watson, Thaine Robinson, Bruce Sutherland Applicant: Steve Wilcox of Teton West Construction, Bryce Dalton of Edstrom Construction City: Val Christensen, Natalie Powell, Elaine McFerrin Thaine Robinson explained that the Design Review Committee is composed of a P&Z Commissioner (Thaine Robinson), a City Council member (Bruce Sutherland) or the Mayor, and a professional (architect Johnny Watson) from the community. There are several other people who may serve on the committee as necessary. The Committee meets if there is a development issue that deviates from the Design Standards requirements as stated in the City of Rexburg Development Code Ordinance No. 1026. The location of the subject property is South 12th West and West 2000 South. The parcel is considered to have 2 front yards. There are major corridors on both sides of the property. Johnny Watson is concerned about street presentation on 12th West and presentation to the highway corridor. Today this is a preliminary meeting before the applicant goes through the Building Permit process. The reason for today’s meeting is that the structure will be a 60’ by 60’ building that will serve as a Carpet One warehouse. The public will be visiting the facility as part of the business operations. Parking will be in the front. There will be access to the back for an overhead garage. Val Christensen said the planned metal building would not meet the standard design requirements. Parking is required to be buffered from the road. Sidewalks are required, as well as a landscape strip and other landscaping. Val Christensen suggested buffering the lot rather than the building. It would be more cost effective and less intrusive. Landscaping is also required next to the building. The building could incorporate different structure variations and possibly color variations. It was suggested the developer could pencil in a future lot line but could look at the property as one parcel at this time. The building will be setting a standard for that area. The applicant would need to provide more details – detailed drawing, site plan, landscaping and the facade of the building. The meeting concluded with the decision that the following four points should be addressed: 1. The 12th West building entrance - Requiring eave extensions, rake extensions, change of color and materials, and canopy over the entrance to help give the building some relief. 2. Submit a façade plan of the 12th West side of the property. 2 3. Along Highway 20 side of property, create a landscape buffer. 4. Meet with City Engineering Department regarding a Development Agreement concerning projected right-of-way and future curb, gutter, and sidewalk. The applicants will submit a new site plan and elevations to Natalie Powell, who will email the documents to the Design Review Committee members Thaine Robinson, Bruce Sutherland, and Johnny Watson for their review.
