Design Review Committee Meeting

Thaine Robinson explained that the Design Review Committee is composed of a P&Z Commissioner
(Thaine Robinson), a City Council member (Bruce Sutherland) or the Mayor, and a professional (Bart
Stevens) from the community. There are several other people who serve on the committee as necessary. The
Committee meets if there is a development issue that deviates from the Design Standards requirements that
are stated in the City of Rexburg Development Code Ordinance No. 1026, or they may meet because of the
size of the project. An applicant may also request a meeting.
The issue to be addressed today is the addition of a steel accessory building at the Madison County
Implement (John Deere) business at 1247 South 12th West.
An aerial map and site plan of the property were viewed.
Jason Riley explained that the building would be used for cold storage of crated goods. It is difficult to sell
new commodities that look used, which is the current situation as the crated goods are stored outside. It is
most efficient for the building to just be a box, but they realize that there are design standards requirements
for the City of Rexburg. The building will be only for storage; the public will not have access to it. The
building will be about 4000 square feet. They want to present an industrial look to their customers of the
farming community and do not want to overly dress up the building. They want to know what is acceptable
to the City. They are looking for tolerance and some leniency and are here to compromise. They wondered if
the use of a canopy, or landscaping, such as trees or the berm on the south side of the business, could be
used to help with the building design issue.
Stephen Zollinger stated the City would want to see something that softens and protects the presentation to
12th West.
Thaine Robinson expressed concern that this project will set a precedent for future commercial development
in the area. The use of landscaping could possibly override design standards in this case by helping to hide
the building.
Bart Stevens stated he likes the consistency of how people are treated in regard to following the design
standards requirements. However he understands the concerns of the business owners in what they would
like to do.

Stephen Zollinger said the nature of this business is recognized by the City; it is understood the customers
will be farmers, but the City has to take into consideration the businesses and other properties that are in the
surrounding area.
There was discussion on possibly “spinning” the building around. Jason Riley said the building would be
most efficient as planned.
Ideas were discussed.
Bruce Sutherland said evergreen trees of at least 10 feet in height on the north and larger trees on the west
would be beneficial.
Bart Stevens wondered about putting something over the front doors and color variations for the building.
Gary Fitzsimmons said a John Deere green stripe will go all around the new building. They also plan to add
60 to 80 feet onto the existing building on the west side, and there will be a jog on the north side of this
addition.
Thaine Robinson felt the 12th West presentation could be softened with the use of a canopy and trees.
There was consensus of the Design Review Committee that:
1. The site plan would be acceptable as shown at this meeting, with the addition of a minimum of
two large trees on the west end of the building between the corners and the doors.
2. Submit to Val Christensen for his review and approval a 2-foot (minimum) canopy detail to be
located over the west doors.
3. The north and south sides of the building shall be lined with trees.
The Design Review Committee members and City staff thanked Gary Fitzsimmons and Jason Riley for their
willingness to work with the City. It was felt that positive concessions were reached and that this project
would be a win-win situation for the business and the community.
