Design Review Committee Meeting

Winston Dyer explained that the Design Review Committee is composed of a P&Z Commissioner (Winston
Dyer, Rexburg P&Z Commission Chairman), a City Council member (Bruce Sutherland) or the Mayor, and a
professional (Garth Jensen, architect from BYU-I) from the community. There are several other people who
serve on the committee as necessary. The Committee meets if there is a development issue that is non-
conforming or differs from the Design Standards requirements that are stated in the City of Rexburg
Development Code Ordinance No. 1026, or they may meet because of the size of the project. The Design
Review meeting allows for flexibility, to make sure the project is an asset to the community as well as a
success for the developer if possible.
Val Christensen explained the purpose of the meeting. Stones Town & Country Motors would like to move a
metal building they own that has been vacant for some time, from its current location on North 2nd East just
north of Deseret Industries to the Stones business property on South Yellowstone Hwy. The front glass
pop-out would not be part of the move. This type of box building does not meet Development Code design
standards requirements.
The site plan was shown. Mitch Loveland pointed out the planned location – behind (east) the existing Stones
building. The building will be used for a couple of extra work bays, for tires, and for an alignment rack. The
size of the building is 54 feet by 108 feet.
It was determined that although the Stones existing main building on South Yellowstone is in the
Community Business Center (CBC) zone, the property where the moved building is to be located is zoned
High Density Residential 1(HDR1).
A zone change from HDR1 to CBC will be necessary. Requesting this rezone would be the first step that
needs to be taken.
Mitch Loveland said their property that fronts South 5th West and is just further east of the moved building’s
planned location would eventually have apartments constructed on it.
He stated that Idaho Central Credit Union has purchased the Stones property on North 2nd East.
He would like to move the building by the end of this year. He asked the Committee to please take into
consideration the fact that over a million dollars was just spent renovating the main Stones building to make
it look nicer. The subject building would be behind it. No customers would be coming to this building.

It was decided that City Council members would be polled by email notification on how a rezone of the
subject property would be viewed. The P&Z Commission would also be notified. Natalie Powell will email
the information. The applicant could then begin the building permit process while the rezone process moves
forward if the polling is positive. Landscaping of the project could be completed after winter.
Suggestions to help mitigate the look of the building were discussed.
Garth Jensen said it may help to put awnings over the bay doors on the side visible to the public, to dress and
break up the line of the building.
Bruce Sutherland suggested that trees could be used to help soften the look of the building, helping to break
up the building line and also buffer it for neighboring properties.
There was consensus of the Design Review Committee, with agreement from Mitch Loveland that:
1. Awnings shall be used over the bay doors, and trees shall be used on the west side of the north
front corner of the building in order to break up the building (in accordance with the sketch
made on the site plan by Garth Jensen at this meeting).
It was recommended that trees be put along the east side of the relocated building as a buffer for the planned
future development of that property.
Winston Dyer thanked the Committee members and staff. The City is grateful for all that the Loveland family
has done in this community.
